South Sulawesi Government Orders Helena Night Mart to Cease Operations Over Licensing Violations

The South Sulawesi Provincial Government has firmly ordered PT Makassar Pettarani Point, the operator of the Helena Night Mart entertainment venue, to halt all activities.

The nightlife establishment on Jalan AP Pettarani in Makassar's Panakkukang district was found to be operating without a valid bar licence. During an operation conducted by the Makassar City Licensing Task Force on Wednesday, 23 April 2025 at 23:00 WITA, a number of serious violations were uncovered.

Operating without a bar licence, PT Makassar Pettarani Point was found to be selling category B and C alcoholic beverages (alcohol content above 5%) without holding a Direct Seller Certificate (SKPL), which falls under the authority of the Makassar City Government. The business only held a category A SKPL (alcohol content 0–5%) issued by the Ministry of Trade.

The Head of the South Sulawesi Investment and One-Stop Integrated Services Agency (DPMPTSP), Asrul Sani, explained the enforcement action against the venue. He confirmed that the business had been found in violation of its operational permits. Despite lacking a bar licence, PT Makassar Pettarani Point continued to serve alcoholic beverages, constituting a violation under provincial authority.

"There is no bar licence, yet they are conducting activities serving alcoholic beverages — this is clearly a violation," Asrul stated.

Furthermore, discotheque activities at the nightlife venue were being carried out under a licence issued automatically through the OSS RBA system, without any verification process from the South Sulawesi DPMPTSP. The OSS-RBA (Online Single Submission Risk Based Approach) is a risk-based business licensing system developed by the Indonesian government, designed to simplify and accelerate the licensing process, particularly for businesses assessed as low to medium risk.

In response, the South Sulawesi DPMPTSP has written to the Ministry of Investment/Investment Coordinating Board (BKPM) to seek clarification on the automatic licence issuance procedure.

Asrul Sani firmly requested that the management of PT Makassar Pettarani Point immediately cease all business activities not in accordance with their existing permits. The decisive action was taken to ensure compliance with prevailing regulations and to protect the public.
