South Jakarta City Government to Seal Unauthorised Padel Court in Cilandak Tomorrow Morning
The South Jakarta City Government (Pemkot Jaksel) is scheduled to seal the Fourthwall padel court located in Cilandak, South Jakarta, on Tuesday, 3 March, at approximately 10:00 WIB. The action is being taken because the building has not obtained the required permitting documentation.
“Yes, tomorrow (the sealing) is at around 10:00 WIB,” said Andy Lazuardy, Head of the South Jakarta Sub-office for Public Works, Spatial Planning, and Land (Citata), when contacted in Jakarta on Monday.
Andy explained that the sealing is necessary because the building lacks a building permit (PBG—Persetujuan Bangunan Gedung), which is a prerequisite administrative requirement before any building can be used.
“Without a PBG, the building does not meet the applicable administrative requirements for building regulations,” he stated.
For their part, Fourthwall management representative Fajar Edi Putra confirmed that they have not yet obtained the PBG. He noted that the permit application was actually submitted as early as August 2025, before construction began.
“According to the latest information, our PBG permit has not yet been issued,” Fajar said.
Previously, the South Jakarta Civil Service Police Unit (Satpol PP) also announced enforcement action against the padel court building for lacking an official permit on Haji Nawi Street, Cilandak, South Jakarta. Enforcement will be carried out by a joint team following a recommendation from the South Jakarta Public Works Sub-office.
The permit approval process for padel courts involves several agencies, including the Department of Public Works, the One-Stop Integrated Service Centre (PTSP), and the Department of Youth and Sports (Dispora).
The South Jakarta City Government emphasised that this step is part of efforts to ensure compliance with permitting regulations and asset management, following complaints from local residents.
Pursuant to discussions by the DKI Jakarta Provincial Government, new permits for padel court construction are not allowed in residential zones. Such facilities may now only be developed in commercial areas.
For padel courts without a PBG, sanctions can include cessation of activities, building demolition, or revocation of business permits. For courts that already have a PBG but are located in residential areas, operators are advised to coordinate with the mayor and relevant parties for adjustments, including operational hour restrictions.
All padel courts in residential areas, even if they have obtained a PBG, are subject to maximum operating hours until 20:00 WIB. Additionally, if court activities cause noise from ball rebounds or shouting that disturbs residents, the operator must install sound-dampening equipment.
