Solo Promises Safe Investment Climate, Emphasises Legal Certainty

The Solo city government has reaffirmed its commitment to creating a safe, transparent, and corruption-free investment climate. Legal certainty is considered the primary key to attracting capital and driving regional economic growth.

Solo Mayor Respati Ardi stated that the government is opening wide opportunities for investors by ensuring that licensing processes run in accordance with regulations.

“There must be legal certainty for the public to invest,” said Respati during a public discussion titled Investment-Friendly, Without Corruption at Loji Gandrung, Solo, on Monday, 13 April 2026.

He mentioned that the city government has synergised with law enforcement agencies to ensure investment processes are free from corruption practices and illegal levies. According to him, investor trust can only be built through a transparent and accountable system.

Respati also highlighted the importance of the quality of economic growth. He reminded that high growth does not automatically improve welfare if not accompanied by a reduction in poverty rates.

“If economic growth is high but poverty rises too, it means there is inequality,” he said.

Chairman of the Prosecutor’s Commission Pujiono Suwadi assessed that law and economy must go hand in hand. He likened them to two railway tracks that support each other in driving development.

“An economy without law will not progress, and law without economy loses meaning,” said Pujiono.

Pujiono emphasised that law does not only function to punish, but also to guarantee justice, utility, and certainty for business actors. He also encouraged a progressive approach to law enforcement, with firm action against corruption and abuse of power, yet still considering social aspects in certain cases.

Head of the Surakarta District Prosecutor’s Office Supriyanto said that law enforcement must be directed towards preventing corruption, not just prosecuting. According to him, the success of law enforcement is evident when corruption practices can be suppressed.

“The fewer people caught, but with no corruption, that is successful law enforcement,” he said.

He added that investment will only enter areas with clean bureaucracy and legal certainty. Therefore, the Prosecutor’s Office encourages preemptive and preventive approaches through education and policy guidance.

According to Supriyanto, the sector most easily developed in Solo City is tourism. However, he assessed that tourism is not only the responsibility of the Culture and Tourism Office.

“All offices are part of tourism. The most prominent and easily developed in Solo is tourism because it has cultural icons not possessed by other regions,” he said.

He explained that every regional apparatus organisation (OPD) can become its own attraction for visitors. Thus, tourists do not only travel, but also learn from various sectors in Solo.

“All offices must have uniqueness and selling value, so people come to Solo to learn. The impact is increased hotel occupancy, moving culinary sector, and growing economic circulation,” he said.

Supriyanto exemplified that the Food Security and Agriculture Office could become an agricultural educational tourism destination, while the Education Office could be a benchmarking study destination.

Furthermore, Supriyanto conveyed that the Surakarta District Prosecutor’s Office will assist the city government in drafting investor-friendly investment regulations.

“Regulations that are not yet clear will be assisted to provide certainty for investors,” he said.

In the forum, the government also emphasised the importance of public trust as development capital. Transparency and accountability are considered the main factors to strengthen community support as well as attract investment.

The discussion, attended by government elements, law enforcement, business actors, as well as students and pupils, is part of efforts to strengthen the synergy between law and economy to drive inclusive growth in Solo City.
