Minister of Social Affairs (Mensos) Saifullah Yusuf, commonly known as Gus Ipul, has reported that of the 11 million PBI (Programme Bantuan Iuran/Contribution Assistance Programme) BPJS Kesehatan (National Health Insurance) participants previously deactivated, 869,000 have now been reactivated through various schemes.

“Of the 11 million who were previously inactive, approximately 869,000 have been reactivated through various schemes,” said Gus Ipul in a statement on Friday (27 February).

He detailed the breakdown: 132,507 participants underwent reactivation back into the PBI JKN segment. A further 405,965 participants shifted their financing to local government through the PBPU/BP Pemda (Regional Government Healthcare Contribution) scheme. Additionally, 184,357 participants transferred to the civil servant or state-owned enterprise (BUMD/BUMN) segment.

“Because their status is that of civil servants or employees of state-owned enterprises. So this number is still quite substantial, serving as an indication that previously the programme was indeed not entirely well-targeted,” he stated.

Furthermore, according to Gus Ipul, 88 participants have shifted their financing to private companies where they are employed. Meanwhile, 147,046 participants chose to move to the independent segment.

“In fact, 6,993 participants moved up to Class 2 coverage and 2,990 participants moved up to Class 1,” he added.

He emphasised that of the 11 million deactivated participants, the majority were indeed correctly targeted, though some require improved data accuracy. Consequently, the government has opened a reactivation mechanism for those genuinely in need.

Gus Ipul also announced that he has signed off on the list of PBI recipients valid for the following month, with the stipulation that PBI participants outside the bottom five income deciles will remain as participants for the next three months. During this period, the government will conduct public education campaigns.

“We recommend those who can afford to transition to the independent segment, but those who cannot afford it will be reactivated through PBI JKN,” he stressed.

Additionally, approximately 106,000 participants with chronic and catastrophic illnesses have been automatically reactivated, enabling them to utilise PBI health facilities. Gus Ipul added that the ground-checking process will continue with asset verification to update the DTSEN (Data Terpadu Sistem Elektronik Nasional/Unified National Electronic System Data) database.

“Field verification will continue to be conducted and will be measured by BPS (Badan Pusat Statistik/Central Statistics Agency), ensuring consistency is maintained,” he concluded.
