Sleman Regency Government is preparing to implement a flexible work scheme or work from home (WFH) for Civil Servants (ASN) every Friday. This policy follows directives from the central government regarding the transformation of work culture as well as efforts to promote energy efficiency.

Sleman Regent Harda Kiswaya emphasised that his administration will adhere to the central government’s instructions as outlined in the Ministry of Home Affairs Circular Number 800.1.5/3349/SJ on the Transformation of ASN Work Culture in Local Government Environments and the Ministry of Administrative and Bureaucratic Reform Circular Number 3 of 2026 on the Implementation of Civil Service Duties for ASN in Government Agencies.

“We reaffirm our commitment to following the circulars from the Ministry of Home Affairs and the Ministry of Administrative and Bureaucratic Reform regarding the Transformation of ASN Work Culture to intensify energy efficiency,” he stated in his remarks on Friday (3/4/2026).

Currently, Sleman Regency Government is studying sectors that can implement WFH without disrupting the quality of services to the public. This transformation is expected to foster a more effective and efficient work culture among ASN.

Regarding readiness, Harda noted that Sleman excels in technology utilisation. This is reflected in its achievement of an Electronic-Based Government System (SPBE) index score of 4.30 with a satisfactory rating. This achievement serves as a strong indicator that digital services are ready to be optimised in supporting the WFH policy.

Although WFH will be implemented, Harda assured that vital public services will continue to operate as usual. These services include emergency sectors, public order and security (trantibum), community protection (linmas), cleanliness and waste management, population administration, licensing, health, and education.

“In certain public service sectors such as emergency and preparedness services, trantibum, linmas, cleanliness, waste management, population administration, licensing, health, education, and others, services will continue to be provided directly,” he said.

Meanwhile, through the Personnel, Education and Training Agency (BKPP) and the Organisation Section of the Sleman Regional Secretariat, the local government is formulating technical regulations for WFH implementation, planned for every Friday.

This policy will be implemented cautiously with periodic evaluations. The primary focus remains on public interests and maintaining the quality of public services to ensure they remain fast, accurate, and responsive.

“The flexibility scheme for civil service duties will be implemented in Sleman according to public service needs while still considering real needs in the field, particularly in maintaining the speed, accuracy, and quality of services to the public,” he stated.
