Since Rehabilitation and Reconstruction Task Force Moved Into Action, 2,428 MSMEs Revived with 5.21 Million Transactions Accelerating Sumatra Disaster Recovery

The Chair of the Rehabilitation and Reconstruction Task Force (Satgas PRR) and Minister of Home Affairs, Tito Karnavian, together with Social Minister Saifullah Yusuf, conducted an official visit to Banda Aceh on Friday, 6 March 2026. The presence of these two senior officials signalled the government’s commitment to accelerating recovery following flooding that devastated Sumatra.

During the visit, assistance was symbolically handed over to affected communities to help them rebuild their lives. The government has prepared a total budget of Rp 878.68 billion, allocated to 67,886 validated household heads classified as Benefit Recipient Families.

The assistance package includes Economic Stimulus Assistance of Rp 5 million and Housing Completion Assistance of Rp 3 million per family to meet basic household needs. Residents also receive a monthly living allowance of Rp 450,000 per person for three months during the recovery period.

Alongside such social assistance, the Satgas PRR’s economic working group has launched a massive initiative to revitalise the business sector. According to Satgas PRR data, approximately 2.3 million micro and small-medium enterprise (MSME) units affected by flooding in Aceh, North Sumatra, and West Sumatra have begun showing positive trends since implementation of three economic improvement pillars.

The Deputy for Micro-Business at the Ministry of Micro, Small and Medium Enterprises, Riza Damanik, explained that as a Satgas PRR member, the ministry implements three main pillars to revitalise community livelihoods: the Revitalised MSME Product Shopping Service, the Financing Service, and the Production Service.

“We are part of the Satgas PRR. Within the task force, we are placed in the economic working group to ensure that business operators’ enterprises resume normal operations,” Riza said in Jakarta on Thursday, 5 March 2026.

These three pillars are implemented through the Revitalised MSME Clinic programme distributed across eight locations in affected areas since December 2025. The clinic serves as a coordination hub involving 70 collaborative institutions, ranging from state-owned enterprises to the private sector.

The Revitalised MSME Clinic serves as an umbrella framework for the three pillars being implemented by Satgas PRR. The first pillar is the Revitalised MSME Product Shopping Service, which aims to reopen market access for business operators still capable of producing goods.

Riza noted that many business operators actually still possess products or raw materials but lost market access due to decreased purchasing power in affected areas. Consequently, all Satgas PRR members, including the Ministry of Micro, Small and Medium Enterprises, promoted product marketing through the lokapasar platform (e-commerce) by providing a dedicated page for products from affected MSMEs.

As of 4 March 2026, 2,428 MSMEs had joined the platform with 2,914 products being marketed. Total transactions reached 5.21 million since the programme launched on 22 January, or approximately 124,000 transactions daily. The programme’s transaction value is estimated to have exceeded Rp 80 billion since its January 2026 launch.

In greater detail, Aceh recorded 24,842 transactions with 1,396 products. North Sumatra generated 2,162,858 transactions from 631 products, whilst West Sumatra recorded 2,173,688 transactions from 101 products.

The relatively low transaction volume in Aceh compared to the other two provinces, according to Riza, relates to distribution access not yet fully recovered. “However, increasingly more roads and bridges are being repaired by Satgas PRR,” he said.

Beyond the digital platform, marketing is also conducted through offline markets and government procurement. The Ministry of Micro, Small and Medium Enterprises has also launched the “Smiling Sumatra” programme at several locations, including Purworejo District and Trans Studio Mall Cibubur, to market products from the three affected provinces.

Financing Support

The second pillar is the Financing Service, aimed at helping MSMEs restart their operations. Riza explained that affected MSME operators are divided into two groups: those already possessing access to formal financing such as People’s Business Credit (KUR) and bank loans, and business operators who have not yet obtained financing access.

For MSMEs already holding loans, the government has prepared relaxation policies based on Financial Services Authority Regulation Number 19 of 2022 on Special Treatment for Financial Service Institutions in Certain Areas and Sectors in Indonesia Affected by Disasters, Financial Services Authority Letter Number S-47/D.03/2025, and Coordinating Minister Regulation Number 2 of 2026 on Post-Disaster People’s Business Credit.

The scheme contains three management stages: mapping, relaxation, and accelerated recovery. The first stage is mapping, running from 24 November 2025 until 31 March 2026. During this phase, business operators receive relief even as data collection continues.

“During this mapping process they do not make payments. They are first given a grace period until 31 March 2026,” Riza said. Affected debtors also receive interest rate relief: 0 per cent through December 2026, and 3 per cent throughout 2027.

After mapping, the government enters the relaxation stage from 1 April 2026 until 31 December 2027. During this phase, banks can offer credit restructuring, including tenor extension and increased loan ceilings.

The government also opened access to new People’s Business Credit with various facilitations, such as relaxed business duration requirements and streamlined administrative documentation requirements during the recovery period. By mid-February 2026, 206,717 affected People’s Business Credit debtors were recorded across the three provinces with total running credit reaching Rp 12.23 trillion.
