The one-stop service for handling driver's license (SIM)
applications at the metro police station in Daan Mogot, West
Jakarta, remains vulnerable to the practice of brokers
cooperating with police officers and other SIM personnel.

Officially, the public is only required to pay an application
fee of Rp 52,500, besides paying health and insurance fees,
making the total Rp 75,000 per license. Those applying for a
license through official channels have to spend at least one full
day taking written and practical tests.

Applicants refusing to spend the entire day at the police
station just have to pay from Rp 150,000 to Rp 250,000 and they
are exempted from the tests. This short-cut service is available
through insiders, comprising police officers and employees, with
the help of brokers.

The present system of applying for licenses seems to be
ineffective in ensuring the public is disciplines, because those
who do not want to wait can just leave it to brokers. So what is
the one-stop service for if the expected discipline fails to
materialize?
