Shifting the Rules on the Parliamentary Threshold

Several parties have responded to the proposal for a 7 per cent parliamentary threshold. The General Chairman of the NasDem Party, Surya Paloh, who proposed the rule, said that this figure would effectively maintain government stability.

“I think NasDem should remain consistent with that. Unless there are significant changes. In any case, NasDem believes that, honestly, if we can transition from a multi-party system to a selected party system, it would be much more effective. Both for maintaining government stability and for implementing the benefits of the freedom of democracy that we have,” said Surya Paloh at the NasDem Tower, Menteng, Central Jakarta, Saturday (21/2/2026).

However, this proposal was rejected by several political party figures. The Chairman of the Gerindra Party’s Honorary Council, Ahmad Muzani, said that the proposed 7 per cent parliamentary threshold was too high. According to him, many political parties would find it difficult to reach that figure.

“But I think 7 per cent is too high. I think 7 per cent is indeed too high, and it would be difficult for political parties to achieve that,” said Muzani, as quoted in detikNews, Sunday (22/2/2026).

The same was expressed by the Secretary-General of the Golkar Party, Muhammad Sarmuji. According to him, the parliamentary threshold is still needed, but the figure should follow the decision of the DPR. Regarding NasDem’s proposal, he believes that increasing the parliamentary threshold to 7 per cent is too high. Agreeing with the increase, Sarmuji proposed a parliamentary threshold of around 5 per cent.

“We propose a moderate PT combined with a factional threshold. So that the possibility for parties to enter parliament is still quite high, but they are grouped in larger factions,” said Sarmuji, as quoted from detikNews, Tuesday (24/2/2026).
