Several villages in Tabanan have submitted requests to change the status of roads from village-owned to district-owned. The proposals come from across sub-districts, from Pupuan to Kediri, with varying road lengths.

Based on data from applications received by the Tabanan Public Works and Public Housing Department (PUPR), some of the proposed routes include one in Pajahan Village (Pupuan Sub-district) spanning 900 metres with a width of 7 metres. Additionally, there is a route from Munduktemu Village (Pupuan) spanning 372 metres.

Furthermore, there is a road in Mambang Village (East Selemadeg Sub-district) reaching 5 kilometres with a width of 7 metres. In addition, Nyitdah Village (Kediri) has proposed two road routes, each spanning 1.4 km and 625 metres.

“Village roads that are to have their status upgraded must be submitted through proposals from the village to the sub-district. We receive the proposals via the sub-district, then we verify them. Usually, applications for road status changes are made every five years,” said Acting Head of the Tabanan PUPR Department, I Gde Made Partana, when contacted on Monday (13/4/2026).

According to Partana, every proposal received by the Tabanan PUPR Department will be verified based on several technical criteria, such as road width, road condition, and road function. The function in question means the road must serve as a connecting route, not a dead-end.

The road status change process cannot be done quickly because it follows a tiered proposal and technical verification mechanism. After verification at the district level, the proposal is then submitted to the provincial government and up to the central level. This is because the authority to determine road status lies with the central government.

On the other hand, this lengthy process impacts the slow handling of road quality improvements in several areas. This is because, before the road status changes to district road, the local government cannot carry out full reconstruction.

According to Partana, if the road status has changed to district-owned, the road assets will be handed over to the Tabanan Regency Government and can immediately be addressed through reconstruction or quality improvement programmes.

“If the results are not out yet, of course, work cannot be carried out. So far, it can only be done through grant schemes,” Partana explained.

With the increasing number of proposals submitted, the Tabanan Regency Government hopes that more village roads can upgrade their status so that handling can be more optimal. In addition, this step is to support connectivity and economic growth for the community in the Tabanan region.
