JAKARTA — A padel court located on Jalan Limo in Senayan, South Jakarta, which has drawn complaints from residents over noise disturbance, has obtained Building Approval (Persetujuan Bangunan Gedung, PBG). However, according to Indarini Ekaningtyas, head of the One-Stop Capital Investment and Services Unit (UP PM-PTSP) for South Jakarta Administrative City, the facility has not yet obtained a Functional Fitness Certificate (Sertifikat Laik Fungsi, SLF).

“Building Approval exists. However, in the One-Stop Services database, the building’s SLF was not found,” Ekaningtyas told Kompas.com on Tuesday, 10 March 2026.

According to the Decree of the Head of the Public Works, Spatial Planning and Land Agency (Citata) of DKI Jakarta No. 16 of 2026 concerning the control of padel court buildings and facilities, operators must possess an SLF before the facility commences operations.

“Every building or padel court is required to possess an SLF before operation and must submit a noise level analysis in the technical assessment report,” stated the decree, signed by Citata Head Vera Revina Sari.

Under this new regulation, operators must complete SLF procedures within 30 days of receiving the decree.

Residents living near the facility have complained about the padel court’s location, situated directly behind their residential complex, citing significant disturbance. A resident, identified as V, reported frequently hearing noise from the court until late evening.

“Usually it’s shouting and the sound of ball strikes. Around 10 PM there’s constant tapping sounds and people shouting,” V explained when contacted on Tuesday, 10 March 2026.

V confirmed that the padel court does not possess an SLF certificate, noting that residents and neighbours were never asked for approval during the approval process, which is a requirement for SLF certification.

“Because myself and the neighbours here never gave approval. One of the SLF requirements is signatures from neighbours,” V stated.

V indicated that he and several other residents opposed the padel court’s construction from the outset. The facility’s owner reportedly never sought resident permission regarding noise disturbance mitigation.

According to V, the facility’s operators have failed to comply with Jakarta Governor Pramono Anung’s directive limiting padel court operations in residential areas to 8 PM.

V has urged authorities to enforce these regulations more strictly through supervision and enforcement action. “The hope is that legal processes are respected and officials can take firm action. If it does not have an SLF, it should not be permitted to operate,” V said.

Kompas.com requested a response from the padel court operator regarding resident complaints through a supervisor named Adnan. As of publication, no response had been received.
