The Saudi Food and Drug Authority (SFDA) has enforced a strict prohibition on the production or storage of food products without official authorisation. This policy represents Saudi Arabia’s commitment to safeguarding the safety of more than one million guests of Allah arriving for the 2026 Hajj season.

The sanctions threatened by the SFDA for violators are severe. Those found in breach face maximum penalties of up to 10 years’ imprisonment and fines reaching 10 million Saudi Riyals (approximately Rp 42 billion). This preventive measure ensures that all consumption by Hajj pilgrims meets the highest health and safety standards.

In its official statement reported by Gulf News, the SFDA emphasised that all food factories and warehouses must comply with the Food Law and its implementing regulations. The authority also stated that food and drug safety for Hajj pilgrims remains its top priority under the direct guidance of the kingdom’s leadership.

The SFDA declared it will adopt a zero-tolerance approach to any violations. Key points highlighted by the SFDA include facility permits, where food products are strictly prohibited from being stored outside officially authorised facilities. Operational status requires that closed facilities or companies must not resume operations without valid regulatory approval. Finally, quality standards prohibit the trade of products that fail to meet approved standards and technical requirements.

Layered Sanctions

In addition to imprisonment and financial fines, violators also face other administrative sanctions. These include suspension of food-related activities for up to 180 days, and revocation or freezing of operational permits for a full year.

These firm measures are part of broader efforts to strengthen the food safety system during the peak Hajj season. In implementation, the SFDA collaborates with other government entities to support the comfort of pilgrims’ worship in line with the vision of serving the two holy lands.

The SFDA urged all business actors to strictly comply with regulations and invited the public to play an active role. The public is asked to report any violations immediately through the integrated service number 19999.
