Sanctions Await DKI Civil Servants Who Opt for Work from Cafe Instead of Work from Home

The DKI Jakarta Provincial Government is beginning to prepare regulations regarding the work-from-home (WFH) policy every Friday. Sanctions await civil servants (ASN) who, instead of WFH, engage in work from cafe (WFC).

As compiled by detikcom on Thursday (2/4/2026), the government has, as known, established a work-from-home policy for ASN every Friday. This work scheme is implemented as a response to the impact of the Middle East conflict.

DKI Jakarta Governor Pramono Anung stated that the technical regulations regarding WFH every Friday this week are being arranged. Pramono Anung said the Provincial Government will follow up on that decision gradually.

Pramono expressed gratitude that the WFH designation is on Friday, not Wednesday, because Jakarta has a routine agenda related to public transportation.

“Of course, we are grateful it’s not on Wednesday. Because if it’s on Wednesday, Jakarta would also face complications due to the public transportation day,” Pramono said in the Menteng area, Central Jakarta, on Wednesday (1/4).

Pramono mentioned that his side will detail the division of ASN who can WFH and those who must continue working from the office. Today, the DKI Provincial Government held a plenary meeting to finalise the list of agencies and units that will follow the Friday WFH.

“We will detail who can work from home (WFH) on Friday. Because public services must not be disrupted,” he emphasised.

Pramono stressed that the public services sector cannot implement WFH because it requires physical presence in the field. He cited examples such as health, education, and social services.

“For example, health affairs, social assistance, education that indeed must be in the field. So we arrange for them to continue working as usual,” he explained.

He specified in detail that 44 community health centres, 292 auxiliary community health centres, and 31 hospitals in Jakarta will operate normally and cannot WFH.

“It’s not possible to delegate. But for the agency itself, it can, because that’s administrative matters,” he added.

Pramono also assured that the DKI Provincial Government will install several regulatory signposts so that the Friday WFH policy is not misused. One of them is the prohibition on ASN who are WFH from travelling using private vehicles.

“Including the use of private vehicles during work from home is not allowed,” he emphasised.

He reminded that all DKI ASN have already received free public transportation facilities, so this regulation will serve as a basis for supervision.

Regarding supervision to ensure ASN are truly working from home, Pramono mentioned that the Regional Personnel Agency (BKD) will regulate it further.

“BKD will regulate that. Coincidentally, we have a meeting about this today at 09.30,” he said.

The DKI Provincial Government plans to soon complete the technical regulations for that WFH in the near future before it is fully implemented next Friday.

ASN Will Be Sanctioned If WFC

Pramono Anung said ASN caught at cafes or hangout spots while on WFH status will face sanctions. Pramono mentioned there will be firm sanctions.

“Regarding work from cafe or wherever, if that happens, there will definitely be firm sanction actions for it,” Pramono said.

Pramono said WFH on Friday is a central government policy that must be followed. However, not all ASN will carry out WFH.

He mentioned that mid-level officials, primary officials, and public service personnel, such as Satpol PP, Transportation Agency, Health Agency, and Fire Department, will continue working as usual.

“Those who get the work-from-home facility must not use personal transportation facilities. If they want to travel because of their WFH status, they should be at home. If they want to travel, it must be with public transport,” he said.

He stated that the DKI Provincial Government has prepared a supervision mechanism, including mobile attendance that will still be implemented during ASN WFH. Attendance management will be controlled by the Regional Personnel Agency (BKD).

“Whoever violates will face firm sanctions,” he said.

The DKI Provincial Government sets the WFH range at 25-50 percent for eligible work units. The technical regulations are being formulated by the Secretary General together with the Head of BKD.

Pramono said public services will continue to run normally even with WFH for some ASN. He said there is no compensation for ASN who must come to the office on Friday.

“No. They still don’t get the privilege to WFH. Including us here continue working as usual. Including journalists, no WFH,” Pramono said jokingly.
