RSUD Bima Revenues in the Hundreds of Billions Yet Part-Time PPPK Salaries Only Rp 300,000
RSUD Bima, a regional public hospital in West Nusa Tenggara (NTB), pays its part-time contractual government workers (Pegawai Pemerintah dengan Perjanjian Kerja, PPPK) only Rp 300,000 per month. This is despite the fact that the Regional General Service Agency (BLUD) generates tens to hundreds of billions of rupiah in annual revenue.
The salary figure for part-time PPPK staff is specified in the Work Agreement Letter (SPK) issued by BLUD RSUD Bima. According to the agreement, Operational Service Personnel at RSUD Bima receive a fixed monthly salary of Rp 300,000.
The director of BLUD RSUD Bima, Dr Ihsan, acknowledged the salary amount. He explained that part-time PPPK staff are paid from the BLUD budget, separate from service fees received monthly.
“Why this figure? It comes from the BLUD budget,” Ihsan stated when contacted.
Ihsan clarified that the salary differs from that of full-time PPPK staff. Currently, approximately 334 part-time PPPK workers are employed at BLUD RSUD Bima.
“This is specifically for part-time personnel and BLUD contract employees. It differs from full-time PPPK,” he explained.
The Rp 300,000 salary is considered disproportionately low compared to RSUD Bima’s annual revenue, which reaches tens to hundreds of billions of rupiah.
“This is not commensurate with RSUD Bima’s annual revenue, which reaches tens to hundreds of billions of rupiah,” said one part-time PPPK worker at BLUD RSUD Bima, identified as AS.
He noted that the salary is also significantly lower than what he earned as a regional honorary employee under a decree issued by the Bima Regent.
“When I was an honorary employee, I received Rp 700,000 per month,” he said.
The transition from honorary to part-time PPPK status should ideally have improved employment conditions, including status and employee welfare. However, at RSUD Bima, wages have actually decreased despite workers acquiring PPPK part-time status.
“I find it incomprehensible. I thought the change from honorary to part-time PPPK status at RSUD Bima would improve employee welfare. But the opposite has happened. It is deeply disheartening,” he concluded.
