Rp 7.2 Trillion Shrimp Pond Project in Sumba Funded by Foreign Loan
JAKARTA - The Ministry of Marine Affairs and Fisheries is utilising a foreign funding scheme to construct an integrated shrimp pond complex in Waingapu, East Sumba Regency, East Nusa Tenggara. The value of the investment for this project reaches Rp 7.2 trillion. This project is one of the largest fisheries aquaculture developments in Indonesia. The Director General of Aquaculture at the Ministry of Marine Affairs and Fisheries, Tb. Haeru Rahayu, stated that the financing comes from a combination of foreign loans and domestic funds. “The loan is a foreign loan. We are using KSA, Foreign Private Credit,” said Haeru in Jakarta on Wednesday (1/4/2026). “This indeed involves schemes that we obtained from the Ministry of Finance,” he added. The project funding consists of Rp 6.1 trillion in foreign loans and Rp 1.1 trillion in pure rupiah counterpart funds. “The funding is quite extraordinary, reaching Rp 7.2 trillion, which consists of needs for construction management and main construction of around Rp 7.1 trillion,” he explained. The shrimp pond complex will be built on land with a potential of 2,150 hectares. The built-up area will cover approximately 1,361 hectares. “On land with a potential of 2,150 hectares, the built-up land area will be approximately 1,361 hectares,” said Haeru. This project is designed as a model for integrated shrimp farming. The system includes water intake, processing in ponds, farming activities, to waste management. “We are building this complex as an environmentally friendly integrated farming model, starting from the water intake process, processing in ponds, farming activities, to waste management through a wastewater treatment installation (IPAL),” he stated. “The projection is that we want to ensure that best practices can be achieved properly,” Haeru emphasised.
