Jakarta, CNBC Indonesia - Minister of Communication and Digital Meutya Hafid has emphasised that the government will implement Government Regulation Number 17 of 2025, or PP Tunas, and its derivative Ministerial Regulation Number 9 of 2026, starting today, 28 March 2026.

Meutya stated that the Roblox gaming platform has demonstrated a cooperative attitude, although not yet fully compliant with the regulations. Roblox has conveyed plans to adjust features for users under 13 years old, limiting them to offline play only.

“So in the end, it does not fall under this regulation because this is a communication to our team for the time being and it is still ongoing that for those under a certain age, online access will be turned off. That means it is also an adjustment that we appreciate,” she said during a press conference, quoted on Saturday (26/3/2026).

Previously, Roblox’s Chief Safety Officer, Matt Kaufman, stated that this policy is being prepared to meet the applicable regulations in Indonesia.

“This week, we announced that to meet regional requirements in Indonesia, we will soon introduce additional controls on content and communication for players under the age of 16 in Indonesia,” he said, quoted from Reuters.

Nevertheless, Roblox has not yet disclosed in detail the form of additional restrictions that will be implemented.

4 Social Media Platforms Non-Compliant

On the other hand, Meutya mentioned that there are two platforms that have fully cooperated in fulfilling compliance obligations, namely platform X and platform Bigo Live. In addition, there is also quite good news from TikTok.

“For now, we need to give appreciation to platforms that are fully cooperative,” she revealed.

Meanwhile, there are 4 platforms that have not complied with the regulations, namely Instagram, Threads, Facebook, and YouTube. Meutya emphasised that the government has the authority to take enforcement measures in accordance with legal provisions, including the imposition of sanctions.

“Of course, we once again believe that the platforms will still comply. We will wait until tomorrow (today),” she asserted.

Because, from the regulatory side, it is already clear. Both PP 17 of 2025 and the Ministerial Regulation issued in early March. “So we are following the rules that are in the laws that we mentioned earlier,” she added.

“I repeat again that the government has the authority to take enforcement measures against the legal regulations that have been issued by the Government of the Republic of Indonesia. And any business entity operating in Indonesia is obliged to comply with them,” she concluded.
