Rice Procurement Corruption: Three Former Perumda Dharma Santika Officials Charged with Four Years Imprisonment
Three defendants in an alleged corruption case involving rice procurement for Civil Service Apparatus (ASN) in Perumda Dharma Santika, Tabanan Regency, stood trial for prosecution. The Public Prosecutors’ Office (JPU) requested imprisonment sentences of four years each for all three defendants.
The three defendants are I Putu Sugi Darmawan, I Ketut Sukarta, and I Wayan Nonok Aryasa. The prosecution charges against the three former officials of Perumda Dharma Santika were presented at the Corruption Crime Court (Tipikor) at the Denpasar District Court (PN) on Monday, 2 March 2026.
The prosecutors stated that the defendants were not proven guilty according to the primary charges. However, all three were declared legally and convincingly guilty of committing corruption offences jointly and continuously, as per the subsidiary charges.
“The defendants are legally and convincingly proven guilty of jointly committing corruption offences by misusing authority, opportunity, or means at their disposal due to their positions or status,” said prosecutor I Made Santiawan whilst reading the charges before Presiding Judge Ida Bagus Made Ari Suamba.
The prosecutors assessed that the defendants’ actions violated Articles 3 and 18 of Law Number 31 of 1999 concerning the Eradication of Corruption Offences, as amended by Law Number 20 of 2001.
In addition to the four-year imprisonment sentences, the prosecutors also demanded that all three defendants pay fines of IDR 200 million each. Should these fines remain unpaid, they would be replaced with one year’s imprisonment.
The case originated from rice procurement cooperation for ASN in Tabanan Regency. Based on an audit by the Finance and Development Supervisory Board (BPKP), state losses in this case reached approximately IDR 1.85 billion.
The three defendants include the former Chief Executive Officer (CEO) of Perusahaan Umum Daerah (Perumda) Dharma Santika, I Putu Sugi Darmawan; the former Head of Retail Business Unit, I Wayan Nonok Aryasa; and former Chairman of the Indonesian Rice Mill and Rice Entrepreneurs Association (Perpadi) Tabanan, I Ketut Sukarta.
Trial evidence revealed that the three defendants misused their authority in the management and distribution of rice, thereby causing state losses. The scheme employed in this case involved medium-quality rice being sold as if it were premium quality to ASN. Moreover, prices charged were higher than actual prices at milling level. Additionally, in the procurement process, ASN salaries were deducted by approximately IDR 210,000 per month for rice purchases.
