Riau Islands Provincial Government Awaits Finance Ministry Regulation on Civil Servant Holiday Allowance Payments
Tanjungpinang (ANTARA) — The Riau Islands Provincial Government is still awaiting the issuance of a Ministry of Finance Regulation (PMK) concerning the payment of holiday allowances (THR) for civil servants (ASN) in the region.
“Once the PMK is issued, we will immediately follow up with THR payments for those entitled to receive them,” said Acting Regional Secretary of Riau Islands, Luki Zaiman Prawira, in Tanjungpinang on Monday.
He noted that circulating reports indicate the Ministry of Finance is accelerating THR payments for civil servants this year, targeting the first week of Ramadan 1447 Hijriah.
Nevertheless, he said, the Riau Islands Provincial Government has not yet officially received the PMK or a Circular Letter from the Finance Minister regarding the confirmed schedule for civil servant THR payments.
He was also unable to detail the provincial government’s budget allocation for civil servant THR payments, as calculations must refer to the applicable regulations, including which items are to be paid.
“Whether it comprises only base salary, or includes civil servant allowances — that must be based on the PMK or Circular Letter,” he said.
When asked whether government employees on fixed-term contracts (PPPK) would also receive Eid al-Fitr 1447 Hijriah holiday allowances, he said this could not yet be confirmed. However, given that PPPK employees are classified as part of the civil service, they would most likely also receive THR.
“Before being appointed as PPPK, they were previously non-permanent employees. At that time, they also received THR from the Riau Islands Provincial Government,” Luki said.
The national government, through the Ministry of Finance, has allocated Rp55 trillion for THR payments to civil servants, the Indonesian National Armed Forces (TNI), the National Police (Polri) and retirees, with disbursement being expedited to the first week of Ramadan 2026.
The THR disbursement aims to support the financial needs of civil servants at the start of Ramadan whilst simultaneously boosting economic circulation through government spending.
