JAKARTA – Strict regulations on active police officers serving outside the institution are one of seven points in the revision of Law No. 2 of 2002 on the Police.

House of Representatives’ Commission III Chairman Habiburokhman stated this during a working meeting with Law Minister Supratman Andi Agtas, the first session discussing the Police Act revision.

“Clear and strict regulations regarding police members serving outside the Police institution,” Habiburokhman read out as the fourth point of the Police Act revision, according to a YouTube TVR Parliament broadcast on Monday, 25 May 2026.

Second, strengthening oversight functions and applying transparency principles through modern technology and information tools.

“Third, guaranteeing police neutrality and professionalism in the human resource management and career development system,” Habiburokhman said.

Next is the regulation on retirement age adjusted more clearly and measurably to organisational needs.

“Seventh, strengthening the duties and functions and redefining the position of the National Police Commission (Kompolnas),” Habiburokhman added.

During the meeting, Commission III officially formed a working committee (panja) for the Police Act revision, chaired by Habiburokhman.

This means active police officers are prohibited from holding civilian positions unrelated to police duties.

The Constitutional Court opined that the phrase “resigning or retiring from police service” is a mandatory requirement for police officers to hold civilian positions.

This wording is an express norm requiring no further interpretation.
