The Supreme Audit Agency (BPK) has found that a significant portion of debts owed by former debtors of the Bank Indonesia Liquidity Assistance (BLBI) programme remains unpaid to the state. In its Semester II-2025 Audit Summary (IHPS), BPK recorded 25,306 debtors who have yet to settle debts totalling Rp 211.02 trillion as of 30 June 2025. “Efforts to collect state receivables from the former Bank Indonesia Liquidity Assistance (BLBI) by the State Receivables Committee (PUPN) have not been effective,” as quoted from BPK’s IHPS II-2025 document on Friday (24/4/2026). BPK assesses that these unpaid state receivables persist due to suboptimal inter-departmental coordination within PUPN involving the Ministry of Finance, the National Police (Polri), and the Attorney General’s Office in pursuing BLBI-related state debts. This evaluation is based on ongoing issues in tracing addresses and company statuses for summoning obligors and debtors, blocking and seizing collateral, preventing exits from Indonesian territory, and pursuing civil actions and/or public services against the debtors. Furthermore, attempts to resolve receivables through debt relief carry risks of legal complications. Consequently, the process for settling former BLBI state receivables remains suboptimal. BPK recommends that the Minister of Finance instruct the Directorate General of State Assets to more effectively coordinate with relevant agencies in managing and/or resolving former BLBI state receivables.
