Residents Reject Temporary Rubbish Collection Point on Kalianyar Roadside in West Jakarta

A temporary rubbish collection point (TPS) for waste along the road beside the Kali Kanal Banjir Barat (KBB) in Kalianyar, Tambora, West Jakarta, has been protested by residents. They have erected banners there due to rubbish that remains uncollected for long periods, disrupting local activities.

“Yes, that (banner) was indeed put up by residents because yesterday, the rubbish took a very long time to be collected and clearly disturbed the residents. It even caused traffic jams because of its location on the road,” said M. Toyib, Chairman of RT 12 RW 01 Kalianyar, as quoted by Antara on Monday (30/3/2026).

Toyib explained that the accumulation of rubbish at the TPS was a result of disruptions in deliveries to the Bantargebang Integrated Waste Processing Site (TPST) in Bekasi. He mentioned that the Jakarta Environment Agency (DLH) had also issued warnings against disposing of rubbish at the TPS.

“The accumulation was due to the incident at Bantargebang. There was even an instruction from the Environment Agency on 8 March to temporarily stop disposing of rubbish,” Toyib said.

The rubbish eventually piled up in that densely populated residential area. Residents then shared recordings of the accumulation, which went viral on social media.

In several videos circulating from the end of Ramadan until Eid, rubbish was seen piling up along the road bordering the KBB from the direction of Season City towards Roxy.

Finally, on 24-25 March, or a few days after Eid, the rubbish was completely collected.

“It was collected over two days until finished and then sterilised,” he said.

Furthermore, Toyib noted that the reason the banner remains in place despite the rubbish pile-up being cleared is due to the fundamental issue that has not yet been resolved. The lack of land has forced certain residents to use the roadside as a temporary disposal site, triggering rejection from other local residents.

“Our residents indeed reject if rubbish is dumped there again. Because it’s on the road, it’s not the right place,” Toyib emphasised.

According to him, this situation has been ongoing for a long time. Residents hope for the relocation of the TPS to a more suitable location, such as along the riverbank in that area.

So far, residents have routinely paid monthly rubbish fees of Rp 10,000 in accordance with regional levy regulations. However, without adequate facility support, the rubbish problem is deemed to continue recurring.

“Rather than on the road, it’s better to have a TPS along the riverbank. We have already proposed it, even written to the relevant agency. It just needs a study and involvement from all parties,” he explained.

Toyib also highlighted the limited fleet of rubbish collection vehicles in Kalianyar. Only two trucks are available to serve the entire area covering 101 RTs and 9 RWs.

“This has been happening since 2016. That means it’s been 10 years and there’s still no solution. Residents are already restless because the smell is clearly unhealthy. So, the hope is that it will be relocated so there are no problems in the community,” he said.

On the other hand, Toyib said residents are also ready to support better waste management, including if there are programmes for processing and sorting rubbish. They hope for education and socialisation from the government.

“If there is indeed waste processing, we ask to be taught. So that residents can sort rubbish properly,” he stated.
