Requirements for Airline Business Licensing and Air Operator Certification in Indonesia

As part of the verification process, business entities are required to submit a medium-term Business Plan covering the next five years through the Integrated Air Transport Licensing Information System (SIPTAU), which is integrated with the Online Single Submission (OSS) system.

The business plan document must include plans for aircraft ownership or control, operational areas or flight routes, human resource requirements, as well as financial capacity and other supporting aspects.

For applicants seeking scheduled commercial air transport licences, they must own at least one aircraft and have control of two additional aircraft. If applying for two types of business operations, the number of aircraft must be adjusted in accordance with the scope of services being applied for.

"Once all documents have been declared complete, the Standard Certificate status will be upgraded to verified. Following this, the airline may proceed with the Air Operator Certificate (AOC) certification process, which comprises pre-application, formal application, technical document evaluation, inspection and demonstration."

Once the Air Operator Certificate (AOC) has been issued, the airline may apply for flight routes and submit passenger service standards in accordance with the provisions of Minister of Transport Regulation Number PM 35 of 2021 concerning the Operation of Air Transport and Minister of Transport Regulation Number PM 30 of 2021 concerning Minimum Service Standards.
