Jakarta — The proposed Regional Regulation (Raperda) on Family Development submitted by the Jakarta Provincial Government must include measurable indicators and harmonisation with higher-level regulations, rather than remaining merely rhetorical in nature.

“We affirm that the family is the primary foundation of social development. However, family development cannot stop at rhetoric,” said Astrid Khairunisha (Astrid Kuya), member of the PAN faction in Jakarta’s Regional Assembly, during a statement in Jakarta on Monday.

According to her, the PAN faction expressed appreciation for the Jakarta Provincial Government’s initiative in drafting the strategic regulation on Family Development, as it is highly relevant to social foundations.

She stated that the Family Development Regulation must include measurable indicators and harmonisation with national regulations such as the Child Protection Law, the Marriage Law, and Social Welfare Policies.

The PAN faction also highlighted the Family Quality Development Index (FPDI) in Jakarta, where despite the capital’s abundant human resources, the FPDI remains below the national average.

The faction urged the strengthening of cross-sectoral institutional mechanisms to prevent policy fragmentation and the expansion of vulnerable family definitions to encompass social and psychological aspects, not merely economic ones.

“Parenting programmes based on local values must be strengthened to protect the character of Jakarta families,” she added.

Previously, Jakarta Governor Pramono Anung stated that empirically, the achievement of the Family Quality Development Index (FPDI) in Jakarta Province showed an upward trend from 49.59 in 2022 to 63.59 in 2024.

“However, this achievement remains below the national average, which ranges from 60 to 72.08 within the same period,” Pramono said in Jakarta on Monday (2 March).
