        "content": "<p>Jakarta \u2014 The proposed Regional Regulation (Raperda) on Family\nDevelopment submitted by the Jakarta Provincial Government must include\nmeasurable indicators and harmonisation with higher-level regulations,\nrather than remaining merely rhetorical in nature.<\/p>\n<p>\u201cWe affirm that the family is the primary foundation of social\ndevelopment. However, family development cannot stop at rhetoric,\u201d said\nAstrid Khairunisha (Astrid Kuya), member of the PAN faction in Jakarta\u2019s\nRegional Assembly, during a statement in Jakarta on Monday.<\/p>\n<p>According to her, the PAN faction expressed appreciation for the\nJakarta Provincial Government\u2019s initiative in drafting the strategic\nregulation on Family Development, as it is highly relevant to social\nfoundations.<\/p>\n<p>She stated that the Family Development Regulation must include\nmeasurable indicators and harmonisation with national regulations such\nas the Child Protection Law, the Marriage Law, and Social Welfare\nPolicies.<\/p>\n<p>The PAN faction also highlighted the Family Quality Development Index\n(FPDI) in Jakarta, where despite the capital\u2019s abundant human resources,\nthe FPDI remains below the national average.<\/p>\n<p>The faction urged the strengthening of cross-sectoral institutional\nmechanisms to prevent policy fragmentation and the expansion of\nvulnerable family definitions to encompass social and psychological\naspects, not merely economic ones.<\/p>\n<p>\u201cParenting programmes based on local values must be strengthened to\nprotect the character of Jakarta families,\u201d she added.<\/p>\n<p>Previously, Jakarta Governor Pramono Anung stated that empirically,\nthe achievement of the Family Quality Development Index (FPDI) in\nJakarta Province showed an upward trend from 49.59 in 2022 to 63.59 in\n2024.<\/p>\n<p>\u201cHowever, this achievement remains below the national average, which\nranges from 60 to 72.08 within the same period,\u201d Pramono said in Jakarta\non Monday (2 March).<\/p>",
