Regent Fadia Arafiq Admits Not Understanding the Law: Regional Secretary Reminds, Now Draws Flak from Deputy Minister of Home Affairs
Pekalongan Regent Fadia Arafiq has been named a suspect by the Corruption Eradication Commission (KPK) in a case involving the procurement of outsourcing services at several Pekalongan Regency regional government agencies for 2023-2026.
The case began when Fadia, who had been regent for just one year of the 2021-2025 period, founded a company.
Fadia established a company named PT RNB (Raja Nusantara Berjaya) together with her husband, who is also a member of the Indonesian House of Representatives (DPR RI) Mukhtaruddin Ashraff Abu, and their child who is a member of the Regional House of Representatives, Muhammad Sabiq Ashraff.
Muhammad Sabiq Ashraff served as commissioner of PT RNB and Muhammad Sabiq Ashraff served as director.
Then in 2024, Fadia replaced the position of Director of PT RNB with her trusted person named Rul Bayatun.
Throughout 2023-2026, PT RNB is known to have obtained outsourcing service procurement projects in several Pekalongan Regency regional agencies.
Although admitting she was not a bureaucrat, Fadia continued to oversee Regency projects even though she did not understand how law and governance of local government works.
“During the intensive examination, FAR explained that she is trained as a dangdut musician, not a bureaucrat and does not understand the law and governance of local government,” said KPK Deputy Enforcement and Execution Asep Guntur Rahayu at a press conference at Gedung Merah Putih, Jakarta, on Wednesday (4 March 2026).
Asep noted that what Fadia did contradicted the principle of presumptio iures de iure or the theory of legal fiction.
“Moreover, FAR is a Regent or State Administrator for two terms and once served as Vice Regent for the 2011-2016 period,” said Asep.
“The Regional Secretary and several other parties have repeatedly reminded the Regent of potential conflicts of interest in the procurement,” said Asep.
