Jakarta, VIVA – The National Nutrition Agency (BGN) explained that the incentive for the Nutritional Service Provision Unit (SPPG) is already integrated into the budget of IDR 15,000 per menu for the Free Nutritious Meal (MBG) program, as has been set.

Deputy Head of BGN, Sony Sanjaya, made this statement in response to information circulating in the public sphere regarding an incentive of IDR 6 million in addition to the IDR 15,000 budget per menu for the MBG program, as well as narratives stating that partners earn a net profit of IDR 1.8 billion per year.

“The implementation of the MBG is not designed as a scheme for instant profit, but as a public service instrument based on quality standards and accountable governance. The figure of IDR 1.8 billion that is circulating is the maximum gross revenue before deducting investment, asset depreciation, and other operational costs,” he said in an official statement in Jakarta, Thursday.

Sony emphasized that the MBG program is designed to guarantee the readiness of facilities and the quality of services, not to provide excessive profits to partners. The established standards reflect a commitment to quality, food safety, and the sustainability of the program.

The MBG program is implemented based on the Decree of the Head of BGN Number 401.1 of 2025 concerning the Technical Guidelines for the Governance of the Implementation of the Free Nutritious Meal Program for the 2026 Fiscal Year. This regulation comprehensively governs the financing mechanism, facility standards, operational governance, and the supervision and evaluation system.

In the technical guidelines, it is stated that the average allocation of IDR 15,000 per day per beneficiary includes the components of raw materials, actual operational costs (at cost), and the SPPG facility incentive, which is set at IDR 6,000,000 per day of operation and is provided based on the availability of services, not based on the number of portions produced.

With the assumption of a maximum service capacity of 3,000 beneficiaries per day, the IDR 6,000,000 incentive is equivalent to IDR 2,000 per portion. This means that the incentive is an integrated part of the IDR 15,000 per menu financing structure and is not an addition outside the budget.

“The narrative regarding ‘a net profit of IDR 1.8 billion per year’ is a misinterpretation. This figure is an estimate of the maximum gross revenue from the incentive component in one full year of operation, calculated from IDR 6,000,000 multiplied by 313 days of operation (365 days minus 52 Sundays), resulting in IDR 1.8 billion per year,” said Sony.
