Reform Team Recommendations: Abolish Special Quotas in Polri Recruitment
Member of the Commission for Accelerating Police Reform (KPRP) Ahmad Dofiri stated that one of the recommendations submitted by the KPRP to President Prabowo Subianto is the abolition of special quotas for recruiting Polri members.
“If related to that, the recommendation is in the managerial aspect earlier. Now, regarding recruitment, there are special quotas that should be abolished,” Dofiri said at the Presidential Palace in Jakarta on Tuesday (5/5).
Dofiri did not explain in detail the special recruitment quotas that have existed in the Polri recruitment process. Dofiri conveyed that in the future, the recruitment process for Polri members will be multi-actor, where the committee will not only come from internal Polri but also from external Polri.
On this day, the KPRP submitted recommendations to Prabowo. The recommendations submitted consist of 10 books.
“And we propose that these 10 books, 7 thick books that are verbatim, and then there are 3 small books, should be open to the public because this is for the long-term development of the Polri in the future,” said KPRP member Mahfud MD.
The KPRP itself was formed by Prabowo. The team consists of 10 people. The inauguration was held on 7 November 2025. The team is chaired by former Constitutional Court Chief Justice for the 2003-2008 period, Jimly Asshidiqie, assisted by 9 other members, including former Coordinating Minister for Political, Legal, and Security Affairs Mahfud MD. Then three former National Police Chiefs: Tito Karnavian, Idham Azis, and Badrodin Haiti.
Then, Presidential Special Advisor on Public Security and Polri Reform Ahmad Dofiri, Coordinating Minister for Law and Human Rights Imipas Yusril Ihza Mahendra, Deputy Coordinating Minister for Law and Human Rights Imipas Otto Hasibuan, Minister of Law Supratman Andi Agtas, and National Police Chief General Listyo Sigit Prabowo.
After being inaugurated, Jimly targeted that this commission could work optimally and quickly, although no work deadline was given.
“At least in 3 months, there will already be a report, although it can develop according to needs,” Jimly said.
