Reform Commission Develops Career Progression Scheme in Police, 25 Years Service to Become High-Ranking Officer
JAKARTA - The Commission for the Acceleration of Reform (KPRP) recommends establishing a clear career path for police officers to become high-ranking officers.
KPRP Secretary, retired Police General Ahmad Dofiri, stated that KPRP proposes that a police officer can become a high-ranking officer if they meet the minimum service requirement of 25 years as an officer and undergo advanced leadership education such as Sespimti, Lemhannas, or equivalent.
“So 25 years and possessing advanced education levels. That is the basic requirement that cannot be negotiated, colleagues,” said Dofiri during a press conference in Kebayoran Baru, South Jakarta, on Wednesday (6/5/2026).
This timeframe is considered important to be filled with diverse assignments to enrich experience.
“If 25 years, that means the officer graduated from Akpol or SIPSS at age 22. Add 25 years, so age 47. At 47, retirement is at 58 years or maximum service age, the remaining service time is 11 years,” Dofiri explained.
“Well, those 11 years of service. This is where the career path is important. So that the person is rich in experience, mature, and competent. Hence the career path,” he added.
This pattern includes assignments in operational or development fields, then experience in regions as deputy provincial police chief, up to becoming provincial police chief and officials at National Police Headquarters.
According to Dofiri, this scheme allows a high-ranking officer to undergo a series of positions gradually, from one-star, two-star, to three-star, with diverse experience.
He exemplified that a one-star officer can undertake assignments at the director or bureau chief level, then become deputy provincial police chief.
Next, the officer serves as provincial police chief for about three years, before entering the maturation stage at National Police Headquarters, for example as Assistant to the National Police Chief or equivalent position.
“So 6 years plus 1.5 years is how much? 7.5 years. After 7.5 years, this person, this official, matures. Then becomes three-star,” said Dofiri.
“Well, if at three-star for one year, how much is that? 8.5 years. From 11 years, remaining is 2.5 years. Or, if accelerated, three-star only 6 months, could be 3 years,” he said.
“This is so that regeneration is also good,” he stated.
Dofiri also emphasised that this plan is not made to limit the tenure of the National Police Chief, but to arrange a clear career progression for Polri officers.
“So there is no limitation on the National Police Chief’s tenure. The discussion in the commission is like that, the career path that is regulated,” he said.
