Recommendations for Polri reform focus on institutional and managerial aspects
Jakarta (ANTARA) - Member of the Commission for Accelerating Police Reform (KPRP) Ahmad Dofiri stated that the commission’s recommendations submitted to President Prabowo Subianto focus on institutional and managerial aspects within the Polri institution. This was conveyed by Dofiri after the Commission for Accelerating Police Reform handed over the book of recommendations to President Prabowo at Merdeka Palace, Jakarta, on Tuesday. “So there is the institutional aspect, and there is the managerial aspect. The institutional aspect concerns the organisational body, while the managerial aspect concerns how the organisation is managed. So the recommendations are very comprehensive,” said Dofiri in his press statement. He explained that the institutional aspect includes structural arrangements regarding the institution’s position, the instrumental aspect covering regulations and rules, as well as infrastructure in the form of facilities, infrastructure, and equipment, including security tools and special equipment. Meanwhile, according to him, the managerial aspect of Polri reform focuses on four main areas: governance, operations, leadership system, and supervision. On the governance side, he said, improvements are made in the fields of development and operations. In development, human resource management (HRM) becomes a key focus, from recruitment, education, to transfers and promotions. In addition, budget and logistics governance is also included in the improvements. Dofiri explained that in the operational field, the reform targets the three main duties of Polri, namely maintaining public security and order, law enforcement, and services. Two aspects that have come under public scrutiny are law enforcement and services. “From those three, two are in the spotlight, namely law enforcement and the service aspect. That is also rigid. How then the police services in the future will no longer have queues, no more levies,” he said. Dofiri also explained that the leadership system is part of the recommendations submitted to the President, particularly regarding the mechanism for appointing the National Police Chief, which remains through DPR approval. According to him, on the supervision aspect, strengthening is carried out both internally and externally. Internal supervision includes the Inspectorate of General Supervision, the Professional and Security Division, and the investigation supervision function. Meanwhile, external supervision through the National Police Commission (Kompolnas) undergoes fundamental changes in terms of position, membership, and authority. Dofiri said that Kompolnas membership in the future will consist of nine people, all from the public, without ex officio elements. In addition, the authority of the institution is expanded so that its recommendations can be binding and must be implemented. “Meaning its authority can recommend and it must be binding, must be implemented,” said Dofiri. Another recommendation is digital transformation in the Polri institution that supports all aspects of the reform, from governance, operations, leadership system to supervision. “All of the above, whether governance, development and operational fields, or leadership system and supervision, are then supported by digital transformation, which ultimately leads to one Polri data, and a Polri Super App. So the public can report anything, whether in the service field, law enforcement field, it’s in the Polri Super App. That’s roughly the outline,” said Dofiri.
