Reasons Why Testing of New Vehicle Types is Kept Confidential
JAKARTA, KOMPAS.com – The Balai Pengujian Laik Jalan dan Sertifikasi Kendaraan Bermotor (BPLJSKB) in Bekasi is a technical implementing unit under the Ministry of Transportation. BPLJSKB plays a crucial role in ensuring that motor vehicles meet safety standards before being marketed. Located in Cibitung, Bekasi, West Java, this BPLJSKB facility, equipped with a proving ground, is responsible for conducting type testing, construction inspections, and roadworthiness certification for motor vehicles in Indonesia. The BPLJSKB area is not fully open to the public. This is mainly related to the protection of consumer data and the confidentiality of vehicles being tested. The head of BPLJSKB, Iman Sukandar, explained that the restrictions are not without reason. “Indeed, the area here is very limited, especially for taking pictures,” said Iman to Kompas.com in Bekasi, West Java, on Tuesday (5/5/2026). “The philosophy is actually the protection of consumer data, not because this public facility is prohibited from being photographed,” he stated. “The vehicles here belong to consumers, so their data must not be spread everywhere, especially technical data and so on,” he added. “That is our full responsibility towards consumer data. Every day there are also testing processes, from type testing, samples, to prototypes and so forth,” he revealed. BPLJSKB was established in 1988 and serves as the centre for motor vehicle type testing in Indonesia. In August 2025, its facilities were expanded with the operation of a proving ground to support international safety standards.
