Reasons for Ministry of Social Affairs Withdrawing 2026 Procurement Plan Data from Inaproc
The Ministry of Social Affairs withdrew the 2026 General Procurement Plan (RUP) data for the General Secretariat of the Ministry of Social Affairs from the Indonesia Procurement (Inaproc) national procurement portal on Monday, 11 May 2025. General Secretary of the Ministry of Social Affairs Robben Rico stated that there were several considerations for withdrawing or reviewing the procurement data.
He explained that the Budget User Representative (KPA) through the Commitment Making Officer (PPK) found technical specifications or Terms of Reference (KAK) that required fundamental adjustments before the tender began. “These adjustments impact the total value of the package that has already been announced,” he said in a written statement on Tuesday, 12 May 2026.
In goods procurement, the KPA is the official who receives authority from the Budget User (PA), namely the Minister or Head of Institution.
Another consideration is the synchronisation with the Budget Ceiling in the Budget Implementation List (DIPA) or Budget Implementation Document (DPA). This synchronisation is due to changes in budget allocations.
“If there is a budget revision (shifting between accounts, reduction of the ceiling, or addition of funds), the data must be withdrawn and updated to match the latest budget documents (DIPA for the State Budget),” said Robben.
According to him, this synchronisation is to prevent procurement packages that lack a valid funding basis.
Another consideration, said Robben, is that the KPA usually re-evaluates the selection methods that have been input by the RUP Admin or PPK. One of the evaluations is the accuracy of the method. “Whether the package is more appropriate through E-purchasing, Direct Procurement, or Tender,” he stated.
The evaluation is also to consider the possibility that several similar packages can be combined (consolidated). In addition, the KPA must ensure that the procurement timeline is reasonable.
He also explained that the data withdrawal was carried out to correct the utilisation time. This correction is to ensure that goods/services are available exactly when needed. The data withdrawal also aims to avoid a pile-up of contracts at the end of the year, which risks payment failure or work not being completed on time.
In addition, the KPA considers legal aspects. “If there are data input errors that could lead to information disputes and the cancellation of packages due to changes in the organisation’s strategic policy,” said Robben.
Previously, the 2026 RUP data for the General Secretariat of the Ministry of Social Affairs disappeared from Inaproc on Monday afternoon, 11 May 2025. On the site, the details of funding sources and procurement for the General Secretariat of the Ministry of Social Affairs were listed as zero.
Researcher from Transparency International Indonesia, Agus Sarwono, said the 2026 RUP data for the General Secretariat of the Ministry of Social Affairs on Inaproc has been missing since 12:53 WIB. For him, the disappearance of the data is not merely a technical glitch.
Agus suspects there is potential for data withdrawal or changes. Because the General Secretariat is the budget control centre. “When the data does not appear, the public loses the main point to trace the consistency between planning, implementation, and payment,” he said.
According to Agus, the disappearance of the data is a signal of potential obfuscation of procurement tracks. Moreover, the Ministry of Social Affairs is currently under spotlight regarding the procurement of shoes for People’s Schools.
Previously, based on the general procurement plan data on INAPROC, the total value of school shoe procurement for students is Rp 27.54 billion using the e-purchasing method. The shoe procurement with the same total value as above consists of two types with different package names. Each package name is school shoes for student equipment and PDH shoes (daily uniform) for student equipment.
Social Affairs Minister Saifullah Yusuf provided information on the shoe procurement mechanism for People’s School students to the Corruption Eradication Commission (KPK). The KPK is asked to analyse and evaluate the procurement of a pair of shoes priced at Rp 700,000.
“We have consulted and informed them for analysis and evaluation by the KPK. Later, the KPK will convey it at the appropriate time,” he said after meeting KPK officials at the KPK Red and White Building, Jakarta, on Friday, 8 May 2026.
He provided information and consulted on various matters regarding the procurement of goods and services in the Ministry of Social Affairs to the KPK. The consultation was particularly on the procurement of goods and services in People’s Schools.
The consultation was carried out because the Ministry of Social Affairs is preparing to plan the procurement of goods and services for 2026. “Thus, the 2025 evaluation becomes very important,” said Gus Ipul.
