The Indonesian Corruption Eradication Commission (KPK) has unveiled the technical reasons behind its decision to detain former Minister of Religious Affairs Yaqut Cholil Qoumas (YCQ), a suspect in the alleged corruption case involving Indonesia’s hajj quota distribution for 2023-2024.

Asep Guntur Rahayu, Deputy for Prosecution and Execution at the KPK, stated that the commission did not wish to rush the enforcement of detention measures. He emphasised the importance of accuracy and completeness of case files before the suspect was remanded in custody.

“Why did it take quite some time? Certainly, we did not want to rush,” Asep Guntur Rahayu said at the KPK’s Red and White Building in Jakarta on Thursday, 12 March 2026.

Asep added that the main reason was the need to complete evidence to meet the sufficiency standard for evidence. This step was taken to ensure that the entire legal process proceeded properly and with minimal legal loopholes.

Yaqut’s legal status as a suspect has also been strengthened through the judicial route. The South Jakarta District Court (PN Jaksel) has rejected the pre-trial motion filed by Yaqut’s representatives.

“In the pre-trial hearing decided on Wednesday, 11 March 2026, the pre-trial application from brother YCQ was rejected. This means that the designation of a suspect by the KPK investigator was already correct in formal terms,” Asep stated firmly.

The hajj quota corruption case has attracted public attention since mid-last year. On 11 August 2025, the KPK released an initial calculation of state losses reaching a staggering figure of more than Rp1 trillion.

However, after undergoing a thorough audit process by the Republic of Indonesia’s Financial Audit Board (BPK) received by the KPK on 27 February 2026, the official state loss figure was set at Rp622 billion.

In addition to Yaqut, the KPK has also designated Ishfah Abidal Aziz, also known as Gus Alex, a staffer of the former minister, as a suspect. Both are suspected of involvement in the abuse of authority related to the distribution of additional hajj quotas that did not comply with applicable laws and regulations.

With the rejection of the pre-trial motion and the commencement of the detention period, the KPK is now focused on finalising the indictment to promptly submit the hajj quota corruption case to the Anti-Corruption Court (Tipikor).
