RDTR and OSS Integration: Ministry of ATR/BPN's Strategy to Accelerate National Infrastructure Investment

Jakarta, 11 June 2025 — In a bid to drive large-scale investment into the infrastructure sector, the Director General of Spatial Planning at the Ministry of Agrarian Affairs and Spatial Planning (ATR/BPN), Suyus Windayana, stressed the importance of integrating Detailed Spatial Plans (RDTR) with the Online Single Submission (OSS) system. He made the remarks whilst speaking at the Infrastructure Investment Process in Indonesia forum, part of the International Conference on Infrastructure (ICI) 2025.

According to Suyus, the government has two principal strategies for attracting investors. First, on the regulatory front, Indonesia already possesses a clear legal framework through the Job Creation Law and Government Regulation Number 21 of 2021. These regulations open wide pathways for business activities, national strategic projects, and even non-commercial activities.

"But having regulations alone is not enough — implementation must also be practical. This is where RDTR integrated with OSS plays a crucial role. If we want speed, it must be connected to OSS," Suyus explained optimistically.

**Ambitious Target: 2,000 RDTRs Ready to Go**

The Ministry of ATR/BPN is targeting the issuance of 2,000 RDTRs in the coming years, with more than 100 RDTRs released annually. Of the approximately 350 RDTRs already connected to OSS, some 340,000 investment permit applications have been generated. By comparison, areas without RDTRs or OSS connectivity have produced only around 20,000 permit applications — a stark difference.

"With OSS, location permit services can be completed within a single day. It is fast, transparent, and certainly makes investors comfortable," he added.

**KKPR and Licensing: Starting from RDTR**

Suyus further emphasised that the licensing process now begins with Conformity of Spatial Utilisation Activities (KKPR), which is based on RDTR. Consequently, if an RDTR is not connected to OSS, permits are delayed, projects can stall, and investors may withdraw.

To date, 645 RDTRs have been prepared, but only 352 are fully integrated with OSS. To accelerate this process, the Ministry of ATR/BPN is preparing a joint Circular Letter with the Ministry of Investment to urge all regional heads to swiftly connect their RDTRs to OSS.

"The bottom line is, the easier and faster the process, the greater our chances of securing investment," Suyus concluded.

**Government Commitment: A Healthy Investment Ecosystem**

The ICI 2025 forum also served as an important platform for demonstrating the government's commitment to building an efficient, transparent, and spatially-measured investment ecosystem. In addition to the Director General of ATR/BPN, speakers from the Ministry of Investment/BKPM, the Ministry of Public Works and Housing, the Ministry of Forestry, and the Indonesian Chamber of Commerce and Industry (KADIN) were also present. All were united in their message: Indonesia needs well-planned infrastructure and a welcoming investment climate.

The integration of RDTR with OSS is not merely a technical matter but concerns the future of Indonesia's development. The faster this process is implemented, the greater Indonesia's opportunity to attract quality investment to bolster national infrastructure.
