Questioned by Prosecutors, Vendor Claims Slim Profits from Ministry of Education Chromebook Project

PT Supertone (SPC) President Director Tedjokusuma Raymond admitted to having produced a total of 39,000 Chromebook laptop units. Raymond claimed he earned only a small profit from the production.

Raymond made the statement while testifying in the alleged corruption case involving the procurement of Chromebook laptops and Chrome Device Management (CDM) at the Jakarta Anti-Corruption Court on Tuesday (24 February 2026). The defendants in the trial are Mulyatsyah, who served as Director of Junior Secondary Schools at the Ministry of Education, Culture, Research and Technology in 2020; Sri Wahyuningsih, who served as Director of Primary Schools at the Directorate General of Early Childhood, Primary and Secondary Education from 2020 to 2021; and Ibrahim Arief, also known as Ibam, a consultant.

“So, 39,000 laptops were produced and sold to distributors — did you profit? Can you tell us how much?” the prosecutor asked.

“Well, in 2021…” Raymond replied.

“I’m asking first — did you profit or not?” the prosecutor interjected.

“We profited, but only a little, Sir,” Raymond answered.

The prosecutor probed further into how many of the 39,000 Chromebook laptops produced ended up in the Ministry of Education procurement. Raymond claimed he did not know the exact figure.

“Do you know how many laptops you produced that were then included in the procurement, or the number of SPC laptops in the 2021 and 2022 Ministry of Education procurement?” the prosecutor asked.

“I don’t know the exact figure, Sir, because we only sold to distributors, and we don’t know where the distributors sold them,” Raymond replied.

The prosecutor read out data from the Financial and Development Supervisory Agency (BPKP) showing that a total of 24,611 SPC Chromebook laptops were included in the Ministry of Education procurement. Raymond said he had never been shown this data by investigators.

“According to BPKP data, the figure is 7,756 units in the 2021 Special Allocation Fund and 14,855 in the 2022 Special Allocation Fund. So the total is 24,611 SPC Chromebook laptops. Were you ever shown this?” the prosecutor asked.

“When I was examined, I was not shown this figure, Sir. I was never informed of this,” Raymond answered.

During the hearing, the prosecutor also examined SPC’s cost of goods sold (COGS) of Rp 3 million, compared with the suggested retail price (SRP) of Rp 6.5 million submitted to the Working Group of the Government Goods and Services Procurement Policy Agency (LKPP). The prosecutor questioned Raymond about the rationale behind the price discrepancy.

“What was the highest retail price submitted by SPC or Supertone?” the prosecutor asked.

“At that time, for the X1 Chromebook type, we submitted Rp 6,490,000,” Raymond replied.

“Now, this is interesting. You stated earlier that the COGS or production cost based on goods from Quanta was Rp 3 million, correct?” the prosecutor asked.

“Yes,” Raymond confirmed.

“But you submitted an SRP of Rp 6.5 million to the LKPP Working Group. What was the rationale?” the prosecutor pressed.

“At that time, our consideration was that we conducted a survey on several online marketplaces, Sir, and we found products with similar specifications to ours priced in the range of Rp 6 to 7 million. So we decided to set it at Rp 6 million plus CDM, because CDM costs approximately Rp 480,000, Sir,” Raymond explained.

According to the indictment, PT Supertone was one of the companies that won the Chromebook and CDM procurement project at the Ministry of Education. Prosecutors stated that the procurement enriched PT SPC by Rp 44,963,438,116.26 (Rp 44.9 billion).

Previously, the indictment hearing for Mulyatsyah, Sri and Ibam was held on Tuesday (16 December 2025). Prosecutors charged the three with causing state losses of Rp 2.1 trillion in the case.

Prosecutors said the calculated state loss of Rp 2.1 trillion comprised inflated Chromebook laptop prices amounting to Rp 1,567,888,662,716.74 (Rp 1.5 trillion), plus CDM procurement deemed unnecessary and of no benefit valued at USD 44,054,426, or approximately Rp 621,387,678,730 (Rp 621 billion).

“The state financial losses of Rp 1,567,888,662,716.74 are based on the audit report calculating state financial losses in the alleged corruption case involving the education digitalisation programme at the Ministry of Education, Culture, Research and Technology from 2019 to 2022, numbered PE.03.03/SR/SP-920/D6/02/2025, dated 4 November 2025, from the Financial and Development Supervisory Agency of the Republic of Indonesia,” prosecutor Roy Riady stated while reading the indictment at the Central Jakarta Anti-Corruption Court.

“And state financial losses resulting from the procurement of Chrome Device Management that was unnecessary and of no benefit under the Education Digitalisation Programme at the Ministry of Education from 2019 to 2022 amounting to USD 44,054,426, or at least Rp 621,387,678,730,” he added.
