PT Indonesia Airlines Holding Cannot Operate Flights Due to Unverified Certification, Says Transport Ministry

The Directorate General of Civil Aviation at the Ministry of Transport has confirmed that PT Indonesia Airlines Holding is not yet permitted to operate flight services. This is because the company's standard certificate remains unverified, as it has yet to submit a business plan — a technical requirement for standard certification.

Although the company holds a Business Identification Number (NIB) as well as standard certificates for Scheduled and Non-Scheduled Commercial Air Transport, its status remains unverified within the Online Single Submission (OSS) system. Furthermore, the Integrated Air Transport Licensing Information System (SIPTAU) indicates that certain requirements have not yet been fulfilled. Consequently, the existing certificates cannot serve as a legal basis for operating air transport services.

Director General of Civil Aviation Lukman F Laisa stated that the verification process is a crucial stage in the licensing system. "An unverified status means the process is not yet complete. There is no operational certainty until all stages have been fulfilled in accordance with the regulations," he said on Friday (18 July 2025).

In this regard, Lukman sought to correct public information suggesting that Indonesian Airlines had already commenced operations. "To date, no valid licensing application has been submitted to the Ministry of Transport concerning the establishment of an air transport business entity under the name Indonesia Airlines Holding. This is a factual condition — there is no administrative foundation that can be legitimately verified by the regulator," he affirmed.
