PSR 2026 Realisation Hits Only 18.13 Per Cent of Target
Jakarta (ANTARA) – The Ministry of Agriculture notes that the Smallholder Palm Oil Replanting (PSR) programme has, as of 11 May 2026, achieved only about 9,063 hectares, or 18.13 per cent. Director of Palm Oil Crops and Miscellaneous Palma at the Directorate General of Plantations, Ministry of Agriculture, Iim Mucharam, said the achievement was still far from this year’s PSR target of 50,000 hectares. ‘So the Smallholder Palm Oil Replanting programme was essentially designed not as a mandatory programme, but rather voluntary in nature due to incentives,’ Iim said during a discussion at the Ministry of Agriculture office in Jakarta on Tuesday. Based on the implementation channel, PSR 2026 realisation remains dominated by the dinas channel (government agencies), at about 5,222 hectares, while the partnership channel has reached 3,841 hectares. These figures continue the trend of low PSR realisation in recent years, never meeting the target. According to data from the Ministry of Agriculture, the programme’s realisation in the 2017–2026 period has generally lagged far behind the target, with the highest achievement only around 50 per cent. In the last three years, the realisation has also shown a downward trend. In 2024, PSR achieved about 49,658 hectares or 41.38 per cent of a target of 120,000 hectares. The figure then fell in 2025 to about 37,499 hectares or 31.25 per cent of the same target. According to Iim, several constraints remain in the programme’s implementation, particularly related to land administration and legality processes that require long time, such as forest area status or hak guna usaha (HGU). Additionally, the lack of detailed data on smallholder palm oil planters is a constraint. The government is currently endeavouring to compile a by-name-by-address data base to support acceleration. He added that partnerships between smallholders and large plantation companies have yet to be optimised, though the scheme is viewed as potentially speeding PSR delivery. The PSR programme aims to boost productivity of smallholder palm oil estates by replanting old or unproductive trees. Currently, the productivity of smallholder palm oil estates remains around 2–3 tonnes of crude palm oil (CPO) per hectare per year, below the potential optimum of 4–6 tonnes per hectare per year. The government has raised PSR funding support from Rp25 million to Rp60 million per hectare.
