        "content": "<p>Jakarta (ANTARA) \u2013 The Ministry of Agriculture notes that the\nSmallholder Palm Oil Replanting (PSR) programme has, as of 11 May 2026,\nachieved only about 9,063 hectares, or 18.13 per cent. Director of Palm\nOil Crops and Miscellaneous Palma at the Directorate General of\nPlantations, Ministry of Agriculture, Iim Mucharam, said the achievement\nwas still far from this year\u2019s PSR target of 50,000 hectares. \u2018So the\nSmallholder Palm Oil Replanting programme was essentially designed not\nas a mandatory programme, but rather voluntary in nature due to\nincentives,\u2019 Iim said during a discussion at the Ministry of Agriculture\noffice in Jakarta on Tuesday. Based on the implementation channel, PSR\n2026 realisation remains dominated by the dinas channel (government\nagencies), at about 5,222 hectares, while the partnership channel has\nreached 3,841 hectares. These figures continue the trend of low PSR\nrealisation in recent years, never meeting the target. According to data\nfrom the Ministry of Agriculture, the programme\u2019s realisation in the\n2017\u20132026 period has generally lagged far behind the target, with the\nhighest achievement only around 50 per cent. In the last three years,\nthe realisation has also shown a downward trend. In 2024, PSR achieved\nabout 49,658 hectares or 41.38 per cent of a target of 120,000 hectares.\nThe figure then fell in 2025 to about 37,499 hectares or 31.25 per cent\nof the same target. According to Iim, several constraints remain in the\nprogramme\u2019s implementation, particularly related to land administration\nand legality processes that require long time, such as forest area\nstatus or hak guna usaha (HGU). Additionally, the lack of detailed data\non smallholder palm oil planters is a constraint. The government is\ncurrently endeavouring to compile a by-name-by-address data base to\nsupport acceleration. He added that partnerships between smallholders\nand large plantation companies have yet to be optimised, though the\nscheme is viewed as potentially speeding PSR delivery. The PSR programme\naims to boost productivity of smallholder palm oil estates by replanting\nold or unproductive trees. Currently, the productivity of smallholder\npalm oil estates remains around 2\u20133 tonnes of crude palm oil (CPO) per\nhectare per year, below the potential optimum of 4\u20136 tonnes per hectare\nper year. The government has raised PSR funding support from Rp25\nmillion to Rp60 million per hectare.<\/p>",
