PSI Proposes Faction Threshold to Replace Parliamentary Threshold
PSI Secretary-General Raja Juli Antoni has spoken about the parliamentary threshold and its effectiveness in parliament. Raja Juli proposed the faction threshold concept as an alternative to the parliamentary threshold.
“PSI actually proposes not a parliamentary threshold, but a faction threshold,” said Raja Juli in the GBK area, Jakarta, on Saturday (14 March 2026).
According to him, parliamentary effectiveness is more accurately measured by the threshold for forming parliamentary factions. He noted that parties failing to meet the threshold would subsequently merge to establish factions.
“So when it is said that the parliamentary threshold is for effectiveness, actually for parliamentary effectiveness it would be better to use a faction threshold. This means, for example, that a minimum of 7 per cent or even 10 per cent might be required to establish a parliamentary faction,” he explained.
“Then, naturally, parties that do not reach 7 or 10 per cent can merge to form a faction,” he continued.
According to him, such a mechanism could also encourage political consolidation based on ideological proximity between parties. As parties would come together based on political ideological alignment.
“So eventually there would be natural simplification, and that would be far more effective if we create a faction threshold rather than a parliamentary threshold,” he said.
“Because with the history of various forms of parliamentary thresholds, the number of parties has not decreased and effectiveness also does not automatically guarantee improvement,” he added.
Nonetheless, he stated that PSI would participate in discussions in the House of Representatives (DPR). However, whilst adhering to the decision of the Constitutional Court (MK).
“So whatever the threshold, we do not mind, but I believe the framework is the Constitutional Court’s decision and secondly the value of democracy itself. One man, one vote means that each vote must receive its representation in the DPR,” he said.
