        "content": "<p>PSI Secretary-General Raja Juli Antoni has spoken about the\nparliamentary threshold and its effectiveness in parliament. Raja Juli\nproposed the faction threshold concept as an alternative to the\nparliamentary threshold.<\/p>\n<p>\u201cPSI actually proposes not a parliamentary threshold, but a faction\nthreshold,\u201d said Raja Juli in the GBK area, Jakarta, on Saturday (14\nMarch 2026).<\/p>\n<p>According to him, parliamentary effectiveness is more accurately\nmeasured by the threshold for forming parliamentary factions. He noted\nthat parties failing to meet the threshold would subsequently merge to\nestablish factions.<\/p>\n<p>\u201cSo when it is said that the parliamentary threshold is for\neffectiveness, actually for parliamentary effectiveness it would be\nbetter to use a faction threshold. This means, for example, that a\nminimum of 7 per cent or even 10 per cent might be required to establish\na parliamentary faction,\u201d he explained.<\/p>\n<p>\u201cThen, naturally, parties that do not reach 7 or 10 per cent can\nmerge to form a faction,\u201d he continued.<\/p>\n<p>According to him, such a mechanism could also encourage political\nconsolidation based on ideological proximity between parties. As parties\nwould come together based on political ideological alignment.<\/p>\n<p>\u201cSo eventually there would be natural simplification, and that would\nbe far more effective if we create a faction threshold rather than a\nparliamentary threshold,\u201d he said.<\/p>\n<p>\u201cBecause with the history of various forms of parliamentary\nthresholds, the number of parties has not decreased and effectiveness\nalso does not automatically guarantee improvement,\u201d he added.<\/p>\n<p>Nonetheless, he stated that PSI would participate in discussions in\nthe House of Representatives (DPR). However, whilst adhering to the\ndecision of the Constitutional Court (MK).<\/p>\n<p>\u201cSo whatever the threshold, we do not mind, but I believe the\nframework is the Constitutional Court\u2019s decision and secondly the value\nof democracy itself. One man, one vote means that each vote must receive\nits representation in the DPR,\u201d he said.<\/p>",
