PRR Task Force Maps Recovery Priorities for Utilisation of Additional Regional Transfers
The Task Force for the Acceleration of Post-Disaster Rehabilitation and Reconstruction (PRR) has noted that a number of recovery indicators in Aceh still require special attention. These findings are expected to serve as a reference for local governments in utilising additional regional transfers (TKD) and financial assistance from other regions to accelerate post-disaster recovery. Head of the PRR Task Force National Command Post, Inspector General Wahyu Bintono Hari Bawono, stated that seven districts in Aceh remain in the category requiring special attention in the rehabilitation and reconstruction process. These areas include Bireuen, East Aceh, Central Aceh, North Aceh, Gayo Lues, Aceh Tamiang, and Pidie Jaya. “There are still seven other areas in Aceh Province categorised as requiring special attention,” Wahyu said during the Assistance and Monitoring of Regional Transfer Allocation Adjustments for Disaster-Affected Districts/Cities in Aceh Province on Thursday, 25 June 2026. According to Wahyu, one of the indicators most in need of accelerated handling is river normalisation. Based on the PRR Task Force’s monitoring, this issue persists in several affected areas and progress has not fully aligned with the plan. “River normalisation is indeed one of the indicators that needs attention and prioritisation in rehabilitation and reconstruction efforts,” he said. Additionally, the restoration of paddy fields remains an unresolved task. National Command Post data shows that several areas have yet to demonstrate optimal progress in restoring disaster-affected agricultural land. Wahyu explained that the central government, through the Ministry of Agriculture, has allocated assistance exceeding IDR 800 billion to support the sector’s recovery. However, implementation on the ground still requires acceleration as some activities remain in the preparation and technical document drafting stages. Another indicator of concern is the restoration of fishponds. According to Wahyu, many pond areas have yet to return to normal function, necessitating further intervention to support community economic recovery. “These fishpond areas have suffered damage and are not functioning normally. This also needs attention,” he said. The PRR Task Force also highlighted the construction of permanent housing (Huntap), which in several areas still faces various obstacles, from land readiness to the provision of supporting infrastructure. Therefore, local governments are urged to prepare various supporting facilities so that the residential areas built can function optimally. Beyond these sectors, Wahyu reminded regions to continue paying attention to the restoration of educational and health facilities, which are vital components of post-disaster recovery indicators. He stated that the additional fiscal support received by regions, whether through additional TKD or inter-regional financial assistance, should be directed towards accelerating the completion of various lagging recovery indicators. “Please ensure these existing budgets are adjusted because they relate to the progress of governmental and community recovery indicators,” he said. Wahyu added that the post-disaster rehabilitation and reconstruction process in Aceh will continue until 2028, in accordance with the government’s established Rehabilitation and Reconstruction Master Plan. Therefore, synergy between local governments and relevant ministries and agencies must continue to be strengthened so that all recovery programmes can proceed on target. “This certainly needs to be anticipated and coordinated so that all planned programmes can be implemented properly,” Wahyu said. The forum, held in a hybrid format at the Multipurpose Building of the Aceh Governor’s Office, was attended by representatives from the Ministry of Home Affairs, the PRR Task Force, and 18 districts/cities across Aceh, including the Aceh Provincial Government, the Gayo Lues Regional Disaster Management Agency, the Langsa City Regional Financial Management Agency, and the administrations of Aceh Singkil, Central Aceh, and Southeast Aceh.
