Jakarta, CNBC Indonesia - The National Civil Service Agency (BKN) has recorded challenges faced by participants aspiring to become employees of the Merah Putih Village Cooperative (KDKMP) and Merah Putih Fishermen’s Village (KNMP) during the Computer Assisted Test (CAT)-based examination.

This CAT-based examination is similar to that used in the selection of civil service candidates (CPNS). However, the difference is that Kopdes and Merah Putih Fishermen’s Village employee candidates are not presented with questions from the Basic Competency Selection (SKD) or Field Competency Selection (SKB).

In the CAT examination stage, participants in the selection for the President’s Best Results Quick Programme (PHTC) employees will face two main types of tests: the Cognitive Potential Test and the Management Substance Test.

The Head of the Legal Bureau and Public Communication of BKN, Wisudo Putro Nugroho, stated that through this selection, the government hopes to identify the best talents who are not only cognitively intelligent but also capable of working effectively.

“In line with the needs for developing Village Cooperatives and Merah Putih Fishermen’s Villages throughout Indonesia,” said Wisudo in a written statement on Friday (8/5/2026).

The CAT questions related to the Cognitive Potential Test specifically measure two important aspects: work speed (speed) and thinking ability (power).

The question scheme is designed to assess how participants can process information and solve problems accurately within a limited time, thus requiring an effective completion strategy.

Therefore, BKN has prepared the necessary facilities, infrastructure, and technology to enable participants to take the examination to the maximum extent.

Nevertheless, BKN has observed several dynamics occurring in the field. One of them relates to the duration of completing the examination questions, which poses a challenge for participants.

To address this, participants are advised not to panic to avoid the tendency to click answers quickly and repeatedly.

BKN is also continuously ensuring that the system access can accommodate the massive implementation of tests simultaneously, including aspects of CAT security during the examination process.

BKN has designed the CAT system to facilitate examination participants. This system has also been tested through the implementation of CAT examinations in CASN procurement, so participants only need to understand the optimal examination mechanism through BKN Regulation Number 5 of 2024.

The CAT system itself has undergone various tests to ensure fairness and transparency in the selection. Therefore, participants are expected to follow the entire process by understanding the rules and applying the appropriate strategies.

BKN also suggests several tips for participants to complete the CAT examination optimally, as detailed below:

  1. Stay focused and do not panic

Limited time is indeed a challenge, but panic can hinder concentration and accuracy.

  1. Prioritise easier questions first

Not all questions need to be answered. Participants are advised to tackle questions deemed quicker and easier to maximise scores.

  1. Avoid excessive clicking

Each saved answer click will enter the database, so repeated clicks are unnecessary. If the saved data displayed on the screen does not match the selection, it does not mean the answer has changed; this is due to a delay in high network access conditions.

  1. Allow processing time

Allow a pause and let the system complete the process for optimal performance. This prevents load buildup at certain times, where during the process of sending answers to the server without a response yet, the time is not counted, so participants are not disadvantaged.

  1. Utilise time efficiently

Pay attention to the duration of each sub-test and manage the completion rhythm well.

As is known, the testing process for prospective Kopdes and Merah Putih Fishermen’s Village employees runs from 3-12 May 2026. The number of applicants for the President’s Best Results Quick Programme (PHTC) at the registration stage reached 487,819.

As of the fourth day of testing, the number of participants who have taken the Computer Assisted Test (CAT)-based examination is 140,211 out of 483,648 applicants who passed to the Human Resources (SDM) procurement selection stage for Village/Urban Village Cooperatives Merah Putih and Merah Putih Fishermen’s Villages.
