Proposal to Strengthen Kompolnas Authority, Government to Prepare Polri Bill Draft
JAKARTA - A member of the Commission for Accelerating Police Reform, Yusril Ihza Mahendra, has recommended strengthening the authority of the National Police Commission (Kompolnas). One key enhancement is that recommendations or decisions issued by Kompolnas must be implemented by the National Police Chief. “The important point is the existence of Kompolnas with expanded authority, and its decisions are binding, so they must be carried out by the Police Chief,” Yusril stated during a press conference at the Palace in Jakarta on Tuesday (5/5/2026). Yusril mentioned that Minister of Law and Human Rights Supratman Andi Agtas will prepare a draft for the revision of the Polri Law to be submitted to the DPR. “That has already been conveyed as the task for Mr Minister of Law, Mr Supratman; it’s our collective task to draft it and then submit it to the DPR as an amendment to the current Police Law, specifically regarding certain articles related to Kompolnas,” Yusril said. “In principle, Polri welcomes the recommendations from the Police Reform Commission and will follow them up immediately,” said Listyo. Listyo added that all proposals from the commission will make Polri better in the future. “The strengthening of Kompolnas will certainly be part of what we will implement immediately. Regarding its placement outside the structure, we will soon meet with the Minister of Law,” said Listyo. It is known that the Commission for Accelerating Police Reform also proposed a revision to Law Number 2 of 2002 on Polri. “So we propose that a revision of the Polri Law be formed, which will then be followed up with a government regulation or presidential regulation,” said the Chairman of the Commission for Accelerating Police Reform, Jimly Asshiddiqie, during a press conference at the Palace. “This includes the agenda for internal reform that must change around eight Polri regulations and 24 Chief of Police regulations, which are expected to be completed by 2029,” said Jimly.
