Promoting Educational Equity, West Java Regional Parliament Commission V Appreciates KDM Pre-School Concept

BANDUNG – A member of the West Java Regional Parliament’s Commission V, Farabi El Fouz, has praised the pre-school system concept initiated by West Java Governor Dedi Mulyadi.

According to Farabi, the concept could represent a strategic step to promote educational equity whilst restructuring the New Student Admission Process (PPDB) to be more measurable and planned.

He stated that the commission was still awaiting technical explanations from the West Java Education Office regarding the implementation mechanism of the system.

“Will this system be combined with zoning schemes, academic achievement pathways, parental job transfer provisions, or affirmative action? We are still waiting for the details from the Education Office,” said Farabi on Tuesday (3 March 2026).

He noted that recurring problems in PPDB are repeated annually with each new academic year, particularly concerning limited school capacity and zoning disputes. Through the pre-school system, the regional government could conduct early mapping of junior secondary school graduates who would advance to senior secondary level.

“The system is beneficial because early on it can map which schools have limited capacity and which can still be optimised, including optimising senior secondary schools in West Java,” said Farabi.

He added that through data collection starting in March, the government could determine precisely how many school places needed to be prepared. With such data, budget planning and policies regarding the addition of learning groups could be implemented more rationally and based on actual field needs.

However, Farabi emphasised that policymakers should thoroughly test the system’s effectiveness. He cautioned about ensuring whether the pre-school scheme could genuinely function better than previous systems.

One advantage highlighted was certainty for students. When graduation arrives, students would no longer face confusion searching for schools, as they would have been registered and distributed according to available capacity from the beginning.

According to him, if implemented with refinement through expert input and supported by transparent digital systems, the concept could potentially minimise the annual disruption in the PPDB process.

Beyond this, the policy was deemed aligned with efforts to establish orderly, planned, and equitable education governance for all students in West Java.

Previously, Governor Dedi Mulyadi had proposed the pre-school concept as a measure to reform West Java’s PPDB system.

He emphasised the importance of early data collection of junior secondary students long before graduation. “Do not wait until graduation to rush around finding schools. It should be mapped from the beginning,” he said on Monday (2 March 2026).
