The construction project for the O’laya wedding chapel on the cliff at Suluban Beach, Pecatu Village, South Kuta, Badung, Bali, continues unabated. However, the project in the Uluwatu area was previously sealed by the Badung Regency Government due to incomplete permits.

Bali’s DPRD Special Committee (Pansus) on Spatial Planning, Regional Assets, and Permits (TRAP) conducted a surprise inspection (sidak) at the chapel project site on Friday (8/5/2026). The legislators highlighted suspicions of spatial planning violations because the project is located on the edge of a cliff and ravine.

“It really cannot be tolerated because it is clearly right next to the cliff,” said the Secretary of Pansus TRAP DPRD Bali, Dewa Nyoman Rai, on Friday.

The project site had actually been marked with sealing tape by the Civil Servant Investigators (PPNS) of Badung Regency at the beginning of February. However, the sealing tape was missing, and construction continued when Pansus TRAP carried out the inspection.

Rai expressed regret that the project managers were not present at the site during the inspection. He also questioned who had removed the sealing tape at the project location.

“Perhaps it wasn’t a friend from Badung’s Satpol PP who removed it. In my opinion, it might have been the company itself,” Rai added.

In addition to the O’laya project, Pansus TRAP also spotlighted several other restaurants and cafes built on the edge of ravines, such as Delpi Beach, Single Fin, and The Edge. Rai questioned the Building Construction Approval (PBG) documents for those restaurants and cafes.

“All of them are on the ravine, just like in (Pantai) Bingin, that’s it. The situation is very precarious,” Rai said.

“I saw there was a PBG, there was writing saying PBG, where did that PBG come from?” he continued.

Rai emphasised that construction in cliff edge areas must not be allowed because it could set a bad precedent for other regions. He reminded that this is regulated under Law Number 26 of 2007 on Spatial Planning. Additionally, there is Bali Provincial Regulation Number 2 of 2023 on the Provincial Spatial Planning Plan for Bali 2023-2043.

“If we tolerate it, it will proliferate. In this case, other regions will follow,” he added.
