Profiles of Three Candidates for Constitutional Court Justice to Replace Anwar Usman

President Prabowo Subianto will inaugurate the candidate for Constitutional Court justice to replace Anwar Usman this week. This plan was conveyed by State Secretary Prasetyo Hadi. Before serving as a high court judge at the Medan High Court, Liliek had served as Chairman of the Balikpapan District Court. After that, he was appointed as Deputy Chairman of the South Jakarta District Court, before being inaugurated as Chairman of the Class 1A Special Central Jakarta District Court in 2022.

Marsudin Nainggolan

Marsudin Nainggolan is the Chief Judge of the North Kalimantan High Court. According to the official website of the North Kalimantan High Court, Marsudin is recorded as a civil servant (PNS) with the rank of Senior Administrator or IV/e.

Marsudin obtained a Bachelor’s degree in Law from North Sumatra University in 1986. He then continued with an S-2 in the same major at the IBLAM Higher School of Law in 2021, and earned a Doctorate in Law from Jayabaya University in 2007.

Marsudin began his career in the judiciary as Staff at the Bekasi District Court in 1989. He was then appointed as a First-Level Judge at the Curup District Court in 1992, then transferred to the Lubuk Linggau District Court in 1998.

In 2007, Marsudin was appointed as Deputy Chairman of the Kuala Kapuas District Court, before rising to become Chairman of the Kuala Kapuas District Court in the same year.

After that, Marsudin’s career continued to rise by holding leadership positions in courts in several regions, including Deputy Chairman of the Bogor District Court in 2013, Chairman of the Karawang District Court in 2014, Deputy Chairman of the Medan District Court in 2015, and Chairman of the Pekanbaru District Court in 2016. Subsequently, he was assigned as a Judicial Judge at the Directorate General of the General Judiciary.

In 2019, he was inaugurated as a high court judge at the Denpasar High Court, then became a high court judge at the Jakarta High Court in 2022, and continued as Deputy Chairman of the Palangkaraya High Court in 2023. Then in 2025, he was assigned as Deputy Chairman of the Surabaya High Court before finally being appointed as Chief Judge of the North Kalimantan High Court in the same year.

Marsudin was once implicated in an alleged bribery case while serving as Chairman of the Medan District Court in 2018. Marsudin, along with his deputy Wahyu Prasetyo Wibowo and several other Medan District Court officials, were caught in a sting operation (OTT) by the Corruption Eradication Commission (KPK) on 28 August 2018.

However, shortly afterwards, the KPK released Marsudin and Wahyu due to insufficient evidence to designate them as suspects. Meanwhile, the ad hoc Corruption Criminal Judge at the Medan District Court, Merry Purba, Medan District Court Judge Sontan Merauke, and two substitute clerks, Oloan Sirait and Elpandi, who were caught in the OTT with Marsudin, were designated by the KPK as suspects in the bribery case at the Medan District Court.

The Supreme Court (MA) then rehabilitated the reputations of Marsudin and Wahyu Prasetyo Wibowo. Both received promotion transfers. Marsudin became a high court judge in Denpasar, while Wahyu was assigned as Chairman of the Serang District Court.
