Preventing Corruption in Border Area Management
Jakarta — The National Border Management Agency (BNPP RI) organised an Integrated Government Internal Control System (SPIP) Strengthening Forum within the BNPP RI Permanent Secretariat in Jakarta on Monday, 18 May 2026. This forum is a strategic step by BNPP RI to strengthen organisational governance, enhance risk management, and promote effectiveness in anti-corruption measures, particularly in border area management and Border Crossing Posts (PLBN). The forum was officially opened by Budi Setyono, Head of the BNPP RI Planning and Cooperation Bureau, representing the BNPP RI Secretary. The event was attended by BNPP officials, representatives of the Badan Pengawasan Keuangan dan Pembangunan (BPKP), Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP), the Corruption Eradication Commission (KPK), the Inspectorate General of the Ministry of Home Affairs, and cross-sector agencies operating in border areas. In his remarks, Budi Setyono stressed that strengthening the Integrated SPIP is a vital foundation in supporting bureaucratic reform and realising professional, integrity-driven management of the nation’s borders. He said BNPP RI’s achievement of an Unqualified Opinion (WTP) for eleven consecutive years should be matched by ongoing strengthening of internal controls. Internal control is not only the responsibility of leadership or supervisory staff, but the obligation of all employees. We must be able to prepare mitigation, anticipation, and organisational response steps to potential violations, not to seek fault, but to build a healthy, professional, and integrity-driven culture of work, said Budi. He also revealed that the 2025 Integrated SPIP maturity evaluation indicates there is still a need for improvement, particularly in risk management and the effectiveness of anti-corruption controls. Based on the evaluation, BNPP’s SPIP maturity index was recorded at 2.947, the risk management index at 2.802, and the anti-corruption control effectiveness index at 2.562.
