Jakarta (ANTARA) - Various policy breakthroughs by President Prabowo Subianto in improving the law enforcement sector are thoroughly analysed in the latest book titled ‘President Solution: Problem Solving Ala Prabowo Subianto’, which was discussed in Jakarta on Monday.

The book was authored by the Head of the Government Communications Agency (BAKOM) M. Qodari, Presidential Special Assistant for Communication and Policy Analysis Digayuza Setiawan, and Presidential Special Assistant for Strategic Data Analysis Agung Gumilar Saputra.

In the book, it is explained that President Prabowo has identified 10 key issues in the effort to enforce the law in the country and has provided immediate solutions to these problems. The first problem identified by the President is the collusion between local police and military personnel with local entrepreneurs to protect or permit illegal economic activities. To resolve this, the President immediately ordered the reassignment of police and military personnel from different provinces to carry out enforcement actions against the misuse of forest areas, illegal mining, and other economic crimes.

The President issued clear orders to the Attorney General and other law enforcement agencies that no one is untouchable in Indonesia, including the President’s close or distant relatives. The third problem identified is that while laws are often enforced, hundreds of trillions of rupiah in state losses are not recovered. As a solution, President Prabowo is encouraging the implementation of the new Criminal Code (KUHP) with an emphasis on ‘restorative justice’ and the enforcement of fines for economic regulation violations. One successful example of this solution is that as of May 2026, the Attorney General’s Office has collected more than Rp28 trillion in cash from fines related to forest area violations. Furthermore, as of April 2026, approximately six million hectares of illegal palm oil plantations (equivalent to 12 times the size of Bali) have been seized and reclaimed by the PKH Task Force.

The fifth finding involves approximately 1,000 illegal tin mines on land and in the waters around Bangka Belitung. The solution to this problem was the instruction for the PKH Task Force to launch ‘Operation Halilintar’, a joint operation involving the Indonesian Army, Navy, and Air Force to secure 200 illegal mines on land and 800 illegal mines at sea in Bangka Belitung in November 2025. The sixth finding is that the state loses Rp40 trillion annually from the circulation of illegal cigarettes; as a solution, the President ordered Customs reforms and increased law enforcement efforts against illegal cigarettes.

The seventh finding concerns inaccurate state loss calculations in a corruption case involving PT ASDP vessel procurement, which led to the imprisonment of an innocent former President Director. The President subsequently ordered the rehabilitation of the former President Director of PT ASDP, Ira Puspadewi, along with two other former directors in November 2025. The eighth finding involves the state loss charges against former Trade Minister Tom Lembong regarding improper sugar import policies. In this instance, the President ordered the granting of an abolition (the cessation of legal proceedings before a court verdict is reached) to former Trade Minister Tom Lembong in July 2025. The President also ordered the rehabilitation and amnesty of two teachers from SMA Negeri 1 Masamba, North Luwu, South Sulawesi, Rasnal and Abdul Muis, on 13 November 2025.

The tenth problem in the law enforcement sector is that judges’ salaries in Indonesia are very low and have largely not increased for 18 years. President Prabowo has since significantly increased judges’ salaries, with the lowest tier seeing an increase of up to 280 per cent. Additionally, the government is preparing the construction of approximately 8,900 official residences for judges serving in regional areas.

The book records that 108 problems were resolved by President Prabowo Subianto within an 18-month period.
