        "content": "<p>Jakarta (ANTARA) - Various policy breakthroughs by President Prabowo\nSubianto in improving the law enforcement sector are thoroughly analysed\nin the latest book titled \u2018President Solution: Problem Solving Ala\nPrabowo Subianto\u2019, which was discussed in Jakarta on Monday.<\/p>\n<p>The book was authored by the Head of the Government Communications\nAgency (BAKOM) M. Qodari, Presidential Special Assistant for\nCommunication and Policy Analysis Digayuza Setiawan, and Presidential\nSpecial Assistant for Strategic Data Analysis Agung Gumilar Saputra.<\/p>\n<p>In the book, it is explained that President Prabowo has identified 10\nkey issues in the effort to enforce the law in the country and has\nprovided immediate solutions to these problems. The first problem\nidentified by the President is the collusion between local police and\nmilitary personnel with local entrepreneurs to protect or permit illegal\neconomic activities. To resolve this, the President immediately ordered\nthe reassignment of police and military personnel from different\nprovinces to carry out enforcement actions against the misuse of forest\nareas, illegal mining, and other economic crimes.<\/p>\n<p>The President issued clear orders to the Attorney General and other\nlaw enforcement agencies that no one is untouchable in Indonesia,\nincluding the President\u2019s close or distant relatives. The third problem\nidentified is that while laws are often enforced, hundreds of trillions\nof rupiah in state losses are not recovered. As a solution, President\nPrabowo is encouraging the implementation of the new Criminal Code\n(KUHP) with an emphasis on \u2018restorative justice\u2019 and the enforcement of\nfines for economic regulation violations. One successful example of this\nsolution is that as of May 2026, the Attorney General\u2019s Office has\ncollected more than Rp28 trillion in cash from fines related to forest\narea violations. Furthermore, as of April 2026, approximately six\nmillion hectares of illegal palm oil plantations (equivalent to 12 times\nthe size of Bali) have been seized and reclaimed by the PKH Task\nForce.<\/p>\n<p>The fifth finding involves approximately 1,000 illegal tin mines on\nland and in the waters around Bangka Belitung. The solution to this\nproblem was the instruction for the PKH Task Force to launch \u2018Operation\nHalilintar\u2019, a joint operation involving the Indonesian Army, Navy, and\nAir Force to secure 200 illegal mines on land and 800 illegal mines at\nsea in Bangka Belitung in November 2025. The sixth finding is that the\nstate loses Rp40 trillion annually from the circulation of illegal\ncigarettes; as a solution, the President ordered Customs reforms and\nincreased law enforcement efforts against illegal cigarettes.<\/p>\n<p>The seventh finding concerns inaccurate state loss calculations in a\ncorruption case involving PT ASDP vessel procurement, which led to the\nimprisonment of an innocent former President Director. The President\nsubsequently ordered the rehabilitation of the former President Director\nof PT ASDP, Ira Puspadewi, along with two other former directors in\nNovember 2025. The eighth finding involves the state loss charges\nagainst former Trade Minister Tom Lembong regarding improper sugar\nimport policies. In this instance, the President ordered the granting of\nan abolition (the cessation of legal proceedings before a court verdict\nis reached) to former Trade Minister Tom Lembong in July 2025. The\nPresident also ordered the rehabilitation and amnesty of two teachers\nfrom SMA Negeri 1 Masamba, North Luwu, South Sulawesi, Rasnal and Abdul\nMuis, on 13 November 2025.<\/p>\n<p>The tenth problem in the law enforcement sector is that judges\u2019\nsalaries in Indonesia are very low and have largely not increased for 18\nyears. President Prabowo has since significantly increased judges\u2019\nsalaries, with the lowest tier seeing an increase of up to 280 per cent.\nAdditionally, the government is preparing the construction of\napproximately 8,900 official residences for judges serving in regional\nareas.<\/p>\n<p>The book records that 108 problems were resolved by President Prabowo\nSubianto within an 18-month period.
