In discussing the President's request with Antara, Pastika said: "To meet those requirements, one effort that will be undertaken by the provincial government is to give clear information to investors. This must be done because we are not merely opening our door wide to investors."

oh, this is clearer. so what he is saying now is that he wants investors to stay out of areas where he and his rentier mates are active. like 4-5 star hotel accommodation.

Pastika added: "We will also improve the licensing and permit process. There must be a certainty on costs, time for processing and the laws governing all investors. Sectors open for investment, in addition to tourism, are agriculture and infrastructure projects."

this is also clearer. no mention of investment permits, for which the province has no authority. but certainly, the time and cost of all the *other* permits required to fully establish a business in bali are quite out of control. i doubt, however, that the new governor will have the ability to rein this in. nearly all the problematic permits are issued by the kabupaten and kelurahan levels of govt, who proclaim their "regional autonomy" by doing just as they please.
