Premier WFH for Civil Servants, Discipline in the Spotlight
Government offices began implementing the work-from-home (WFH) policy for civil servants (ASN) for the first time on Friday (10/4/2026). The implementation of WFH for ASN every Friday is one of the government’s policies to save or achieve efficiency, particularly in energy, following the outbreak of conflict in the Middle East. Although there is a WFH policy for ASN, there is an exception for ASN working in the public services sector. The Minister for State Apparatus Empowerment and Bureaucratic Reform (PANRB), Rini Widyantini, emphasised that this flexible working system still demands high discipline and accountability from every ASN. “Every ASN is bound by measurable Employee Performance Targets. Supervision is carried out through an electronic system, not just physical attendance. ASN still work a full five days with the same performance targets,” said Rini in her official statement on Friday (10/4/2026). Every agency leader has direct responsibility to monitor and ensure that their subordinates’ performance remains optimal, including during WFH implementation. Agencies are obliged to monitor and supervise the achievement of their subordinates’ performance targets, as well as ensure that the performance reporting system runs effectively. Evaluation of the effectiveness of implementation must be reported to the Minister of PANRB no later than the 4th of the following month. ASN who do not meet performance targets will be subject to disciplinary sanctions in accordance with Government Regulation Number 94 of 2021. Optimisation of information systems and the use of digital technology enables every ASN work activity to be documented systematically, thereby increasing accountability while closing the door to formalistic work practices.
