Prabowo Signs Presidential Regulation on National Action Plan to Prevent Extremism

President Prabowo Subianto has signed Presidential Regulation (Perpres) No. 8 of 2026 on the National Action Plan (RAN) for the Prevention and Handling of Violence-Based Extremism Leading to Terrorism (RAN PE) for 2026-2029. Prabowo signed the regulation on 9 February 2026.

Viewed by detikcom on the jdih.setneg.go.id website on Monday (4/5/2026), the policy emphasises the importance of comprehensive, systematic, planned, and integrated efforts to prevent extremism, involving all stakeholders. Therefore, this step is taken to guarantee the right to a sense of security for all citizens from terrorism threats.

“That in order to fulfil the right to a sense of security for all citizens, efforts to prevent and handle violence-based extremism leading to terrorism must be carried out through a comprehensive, systematic, planned, and integrated strategy, involving the active role of all stakeholders,” states the Perpres.

This Perpres establishes the RAN PE as a guideline for ministries, institutions, and regional governments in implementing prevention and handling programmes for extremism over the next four years, from 2026 to 2029.

In the regulation, violence-based extremism leading to terrorism is defined as beliefs or actions that use extreme violence or threats of violence to support or carry out terrorist acts.

The RAN PE covers nine main themes. All these themes are designed to strengthen society’s resilience against the spread of radical ideologies.

Here are the nine main themes outlined in Article 4:

  1. National Preparedness,

  2. Community and Family Resilience in Education,

  3. Community Skills and Job Facilitation,

  4. Protection and Empowerment of Women, Youth, and Children,

  5. Strategic Communication, Media, and Electronic Systems,

  6. Deradicalisation,

  7. Human Rights, Good Governance, and Justice,

  8. Witness Protection and Victim Rights Fulfilment,

  9. Partnerships and International Cooperation.

The implementation of this action plan will involve ministries, institutions, regional governments, and active community participation. Regional governments are required to prepare Regional Action Plans (RAD) as derivatives of the national policy, at the latest one year after the Perpres is established.

In addition, the government is also forming a joint secretariat to coordinate the implementation, monitoring, and evaluation of the RAN PE. Implementation reports will be submitted periodically to the President as a form of policy oversight.

Regarding the budget, the RAN PE will use funding sourced from the State Budget (APBN) and Regional Budgets (APBD) or other lawful and non-binding sources.

“Funding for the RAN PE is sourced from: a. state revenue and expenditure budget; b. regional revenue and expenditure budget; and/or c. other lawful and non-binding sources in accordance with applicable laws and regulations,” as stated in Article 12.
